The Tactical Space Systems division of Northrop Grumman Space Systems seeks to fill a Software Engineering Manager 2 position in the Control Systems Engineering function for our Dulles, VA location. The role is expected to provide the technical and people leadership needed to establish and maintain a world class Software Engineering organization supporting multiple programs across an incredibly diverse and advanced portfolio. The role will have overall responsibility for the management of the development, design, implementation, application, training, and product support of state-of-the-art solutions in support of NG Space Systems Sector captures, programs of record, as well as research and technology development.

In this role, you will work across the division and beyond supporting implementing and maintaining Application Lifecycle Management systems and processes and report to the Enterprise Ground Software Department Manager in Dulles for direction on all functional activities. You will clearly demonstrate strong leadership skills to recruit, manage, and retain employees. You should have a track record as an effective communicator and problem solver who is able to develop and maintain good working relationships with internal and external stakeholders. You will demonstrate a commitment to ethics and integrity and possess the capability to innovate while challenging traditional ways of doing business. Demonstrated abilities to build diverse and inclusive teams with high levels of engagement, including mentoring and coaching, are a must. Excellent verbal and written communication skills are required.

This role is approximately 30% functional management and 70% technical program responsibility.

Responsibilities include:

  • Responsible for Functional management of approximately 15 software engineering/ software support personnel assigned to software engineering and automated testing on National Security programs
  • Provide Technical leadership and execution of Software Engineering activities/IRAD management, supporting a complex integration of Ground Satellite Command & Control components into the overall customer mission
  • IRAD Management:  Responsible for effectively communicating to stakeholders and leading all phases of the IRAD program life cycle from annual setup, execution, and completion.  Primary responsibilities are the management of cost, schedule, and technical performance of the software development, integration, deployment of the software product; Leading and directing highly effective team to meet program cost, schedule, and technical performance objectives
  • Experience with managing IRAD funded programs or fixed-priced programs
  • Measuring and reporting program technical performance, budget, schedule
  • Delivering presentations/demos to customers, executive management, and other program stakeholders; Cultivating stakeholder, customer, end-user relationships and intimacy to develop further opportunities
  • Support Engineering Functional activities such as staffing and workload forecast; employee inclusion, engagement, mentoring and career development; employee training and identification and training of skills required to execute on programs
  • Assign tickets, generate metrics, reporting, improve current process of ticketing/tracking of tickets. Ensure tickets are being assigned, looked at, worked, and closed within benchmarks
  • Work with customer programs to troubleshoot issues, solicit the requirements, and ensure customer satisfaction
  • Conduct performance assessments for the team of developers within the section
  • Coordinate with Functional Management peers to ensure that available staff are aligned with open positions
  • Participate in recruiting, sourcing, onboarding, performance management and contract maintenance for contractors working in the business area as required
  • Communication, disciplinary actions, compensation adjustments, training & educational oversight/ approval and other routine personnel issues
  • Implementation of common processes and practices in cooperation with colleague managers across the sector
  • Track both the quality and timeliness of the organization’s products, and identification and remediation of potential issues before they become problems
  • Develop, prepare, analyze, and present metrics on the computer software configuration items and processes with minimal supervision
  • Identify process and product opportunities and lead process improvement activities.
  • Support Business Strategy Efforts (including proposals, gate reviews, independent review team, NAR/ICE, as necessary)

Basic Requirements:

  • Bachelor’s Degree and 8 years of experience, or Master’s and 5 years’ experience supporting U.S. Government contracts and customers and/or project management in other industries
  • U.S. Citizen with a current or active Top Secret security clearance
  • 5 years of experience leading the performance of tasks on schedule, at cost, and achieving all requirements as either project lead, integrated program team, or cost account manager
  • Experience managing a Firm-Fixed program or an IRAD in an agile/SAFe environment
  • Planning, Scheduling & Earned Value: The ability to initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program requirements and stakeholder expectations
  • Technical Performance: The ability to establish and apply a technical performance baseline to monitor and compare key program technical performance measures, assess program and product status, and take appropriate action to maintain conformance with the baseline
  • Issue & Problem Resolution: The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program

Preferred Qualifications: 

  • SCI eligible
  • Project Management Professional (PMP) certification
  • Agile or SAFE Agilist/practitioner certifications
  • Experience with automation/modernization: automated testing, DevSecOps, agile pipeline
  • Software development experience in Go-Lang, Microservices, or JAVA
  • Broad understanding of U.S. Government aerospace products/systems and/or missions/operations as well as experience in leading project teams
  • Knowledge and experience in one or more of the following:  Command and Control software, Integration and Test (I&T), Space Mission Operations, or Space Ground Systems
  • The ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs

Space System







Salary Range: $143,500 USD - $215,300 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
