Northrop Grumman Space Systems is seeking an Earned Value Management (EVM) practitioner to join our EVM Training and Implementation team located in Dulles VA. 

The selected individual will provide support to Business Management and Program teams in the training, deployment and implementation of EVMS for programs within the Tactical Space Systems (TSS) division.  Under the direction of our EVMS Training and Implementation Lead, the analyst will support teams through coaching, preparation and startup of a broad base of TSS programs with both external and internal EVMS requirements.  Furthermore, this position will provide an opportunity to develop enhanced knowledge of the practical implementation of EVM through deployment of TSS EVM processes and tools.

Additional Roles and Responsibilities include, but are not limited to, the following:

  • Supporting the continued operation and maintenance of a functioning earned value management system in collaboration with subject matter experts in internal surveillance, compliance, business systems and tools.
  • Collaborating with Program Management and Business Management to ensure program startup and execution that is consistent with EVMS policies and procedures.
  • Collaborating with TSS Business Systems to share feedback on the overall status and effectiveness of EVM system execution, including process and tool issues and training needs of the division.

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

Basic Qualifications:

This requisition may be filled at either a level 3 or a level 4.

Basic Qualifications for a Level 3:

  • Bachelor’s degree with 5+ years of related experience - OR - a Master's degree from an accredited university with 3+ years of related experience. An additional 4 years of experience accepted in lieu of a degree.

Basic Qualifications for a Level 4:

  • Bachelor’s degree with 9+ years of related experience - OR - a Master's degree from an accredited university with 7+ years of related experience. An additional 4 years of experience accepted in lieu of a degree.

Additional Basic Qualifications for both levels:

  • Experience in the application of Earned Value Management (EVM) processes within an EIA-748 compliant management control system.
  • Experience in participating in aspects of scope management and work authorization, program scheduling processes and analysis, baseline change management, and variance analysis and reporting.
  • Experience with industry standard tools (e.g. Cobra, Acumen, wInsight, Empower) or similar customer tools in the application of EVM to programs.
  • Experience in the development and delivery of EVM training material to practitioners, including Business Operations, CAMs, program teams, etc.
  • Working knowledge of Microsoft Office tools (Excel, Word, PowerPoint, Visio, Access).
  • Ability to obtain a Top Secret clearance.  US Citizenship is a prerequisite.

Preferred Qualifications:

  • Experience with baseline planning and PMB development.
  • Experience with Integrated Baseline Reviews (IBRs).
  • Thorough knowledge of Government EVM reporting (IPMR, IPMDAR) & compliance to EIA-748 guidelines.
  • Experience with internal surveillance processes and practices, DCMA surveillance or other joint customer/contractor surveillance processes.
  • Experience in training and process improvement.
  • EVP or PMP certification.
  • MS Project experience.
  • Current/active Top Secret clearance.  US Citizenship is a prerequisite.

Salary Range: $92,200 USD - $138,400 USD
Salary Range 2: $114,300 USD - $171,500 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
