The Northrop Grumman Global Hawk Program is seeking a Principal OR Sr Principal Project Manager to join the Edwards AFB Flight Test team and support the ongoing and dynamic  statement of work with an array of information, planning, and process reporting support. This person oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. 

The job duties and responsibilities include, but are not limited to:

  • Manages the Flight and Ground Contractor Operation Procedure (FGCOP) contact list along with Command Media reviews for updates/cancellations to AS and Company Command Media.  Notifies FGCOP stakeholders as a secondary notification to ensure Government Flight Representatives (GFRs) have been appropriately notified IAW established procedures.
  • Reviews status of projects and budgets for the Center of Excellence (CoE) and other strategic initiatives
  • Manages the integration of schedules and prepares status reports
  • Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.  
  • Develops mechanisms for monitoring project progress and for intervention and problem solving with Flight Test management, project managers, line managers, and clients
  • Performs the Earned Value Management System/Cost Account Manager (EVMS/CAM) functions for the GH Site Manager
  • Coordinates the proposal effort for the AF Global Hawk program
  • Manages various tasks from the GH site manager to include organizational chart changes, IT tool lists, software requests, Corrective and Preventative Action Tracking System (CPATS) inquiries, risk and opportunity assessments, GH Test accomplishments and status reporting to various executive forums, ground safety data calls, and other audits/requests.

Leads collection and reporting of all metrics to include:
    •    First Time Quality
    •    Test Efficiency
    •    Backlog recovery

Develops new metrics to improve flight test management to include:
    •    Lab metrics 
    •    Test Point burn up/burn down charts
    •    Safety/incident/near miss stats
    •    CPATS/process escape stats
    •    Injury stats
    •    Training/certification lapse rates
    •    Contractual Data Requirements List (CDRL) rejection rate
    •    Engagement/Personnel stats

Basic Qualifications:

  • For Principal PM (Level 3) Bachelor’s Degree and 6 years’ experience; 4 years with a Masters or 10 years of experience in lieu of degree.
  • For Sr Principal PM (Level 4) Bachelor’s Degree and 10 years’ experience; 4 years with a Masters or 14 years of experience in lieu of degree.
  • Experience in Operations, Logistics, or Project Management or Integration
  • Requires an active DOD Secret security clearance to start

Preferred Qualifications:

  • Previous experience with military or civilian flight operations
  • Expert level knowledge of EVMS 
  • CAM Certification
  • Expert level knowledge of MS Excel, Word, PowerPoint and Project to create reports, track metrics, present data to executives, management, and line personnel
  • Excellent verbal communication skills up and down the organization
  • PMP or other project management certification

Salary Range: $83,800 USD - $125,800 USD
Salary Range 2: $103,900 USD - $155,900 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
