Northrop Grumman is currently seeking a Project Management Level 3 to support our growing business in our Elkton, Maryland location.

The Northrop Grumman Defense Systems Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs managed for a wide variety of Government and commercial customers.  The facility also serves as the hub for engineering and test facilities in Ronkonkoma, NY, Palm Beach Gardens, FL and San Jose, CA.

Elkton, Maryland is located on the Upper Chesapeake Bay, midway between Philadelphia and Baltimore. Position Summary:

The primary objective will be the delivery of all project requirements on cost and on schedule, while achieving all technical requirements.  The individual will lead a cross-functional team aligned to common program performance goals.

Project Managers are responsible for managing ongoing projects.  Primary responsibilities are to monitor progress, manage cost/schedule performance, and report progress to program and site management.  Specific duties include, but are not limited to:

  • Leading cross-functional Integrated Project Teams (IPT) to meet project cost, schedule, and other performance objectives
  • Identification, distribution, tracking, and completion of project requirements
  • Development and adherence to plans and schedules
  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
  • Participating in risk & opportunity management process including identification/mitigation of risks and realization of opportunities
  • Develops solutions to a variety of complex problems
  • Measuring and reporting project performance
  • Managing Government/customer supplied property or information
  • Managing suppliers to meet program objectives
  • Adherence to all internal processes, policies, and applicable industry standards
  • Delivering presentations to customers, executive management and other program stakeholders

Basic Qualifications:

  • This position emphasized skills and experience. Must have 10 years of experience.  Will consider a Bachelor’s degree with 6 or more years of relevant work experience or a Masters degree with 4 or more years of experience.
  • Excellent interpersonal skills with ability to manage a project team daily and communicate effectively with leadership regarding status and escalations
  • The ability to effectively plan, define, establish, communicate, monitor, and control scope to ensure that all of the work required and only the work required is performed.
  • The ability to develop and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations.
  • Competent in standard Microsoft Office Software Suite
  • Must be able to obtain a secret security clearance. (US Citizenship is a requirement)

Preferred Qualifications:

  • Bachelors degree with strong preference in science, engineering, or business
  • Experience as a program manager, project lead, integrated program team leader, cost account manager, or demonstrated success leading teams or organizations to achieve a common goal
  • Experience working in the aerospace and/or defense industry
  • PMP® certification
  • Active Security Clearance

This position falls under a Federal Explosives License issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for this location.  Candidates hired into this role will be required to complete and submit an Employee Possessor Questionnaire to ATF for approval to be a possessor.

Salary Range: $80,100 USD - $120,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
