The Aeronautics Systems (AS) sector has an opening for a Systems Engineer/ Principal Systems Engineer – Design to Cost (DTC)/ Life Cycle Cost Estimate (LCCE). This position will be located in Melbourne, Fl.
The DTC Engineer will support programs in the very early phase of development, where strategy is developed to shape a major capture. It requires technical knowledge and economic acumen to formulate DTC analysis approaches and methods to provide senior leadership the ability to make actionable decisions in a very agile manner. This position is responsible for decomposing top-level program cost targets by the WBS, assigning targets to the appropriate IPT, working with the IPTs to identify and implement cost reduction opportunities to meet the cost targets, and tracking progress to the targets.
The LCCE Engineer will support programs in the very early phase of development, where strategy is developed to shape a major capture. The position requires detailed knowledge of parametric estimating best practices and procedures to be able to take engineering data from the program and provide relevant and detailed parametric cost estimates to the program, strategy, and pricing and estimating teams. This role will be focused on problem solving through iteration to provide the key and relevant data to the strategy and leadership teams to ensure that program strategy leads to intelligent program execution and continues to solve problems throughout the program lifecycle. This position is responsible for developing a subsystem and detailed parametric cost estimate for a variety of potential solutions/scenarios to support different strategic program initiatives.
In addition, these positions will also support implementation of other program affordability initiatives such as cost as an independent variable (CAIV), design for manufacturing & affordability, design for supportability, supply chain affordability and re-use & common product usage. The position requires an understanding of life-cycle cost, schedule, risk, and affordability implications of alternatives under consideration. The position requires ability to develop and oversee tradeoffs of requirements, design, performance, cost, and schedule to address affordability constraints. The position is responsible for encouraging and facilitating active participation of the broader stakeholder community and decision makers in exploring alternatives to achieve program affordability.
This requisition may be filled at a higher grade based on qualifications listed below. This position is contingent on DoD Secret Security Clearance and Special Access Program clearance.
Basic Qualifications:
- Systems Engineer - Bachelor of Science Degree in a STEM (Science, Technology, Engineering or Mathematics) discipline and 2 years of engineering experience OR Master of Science Degree in a STEM discipline.
- Principal Systems Engineer - Bachelor of Science Degree in a STEM (Science, Technology, Engineering or Mathematics) discipline and 5 years of engineering experience OR Master of Science Degree in a STEM discipline and 3 years of engineering experience OR PhD in a STEM discipline and 0 years of engineering experience
- Active DoD Secret security clearance with a background investigation date within 6 years
- Must have the ability to obtain and maintain Special Access Program (SAP) clearance.
Preferred Qualifications:
- Have experience with DoD Acquisition principles and guides; e.g. MIL-STD 881E, O&S CAPE Guide, DAU Guide on Systems Engineering, etc.
- Have experience developing cost research models and cost risks analysis for complex systems aerospace systems
- Have experience in performing cost estimating activities such as cost analysis, statistical analysis, WBS development, and risk analysis
- Working knowledge of cost parametric tools: ACEIT, SEER from Galorath and PRICE Systems & Analytics
- Experience working with SEER-H, VBA and PRICE TruePlanning
- Experience in Cost Data Analysis and Predictive Analytics; Tableau & Alteryx
- Experience working with data visualization software (e.g., MS Excel including macros, Tableau Desktop, QlikView, MS Power BI, etc.) or any other data analysis software applications
- Experience with data mining/analytics programming languages such as Python, R, SQL, or BA
- Experience using Microsoft Office suite of tools
- Excellent verbal and written communications skills across multiple levels
