The Ground and Electronics Manufacturing Directorate is seeking qualified candidates to fill the Department Manager position to lead the Ground Product Engineering & Advanced Programs Department. The Department manager will be responsible for providing functional leadership and direction to approximately 100+ engineering and production staff that support the design, development, and production of ground-based electronics (test systems, operational ground subsystems) for Space Systems applications. Responsibilities will encompass all aspects of functional management including:
- Develop and implement organizational strategies to drive employee engagement, critical skills development, employee performance management (PMP), compensation, retention of talent, training, employee recognition, and mentoring/career development.
- Manage program staffing requirements in TALEO, POST, and coordinate requirements/plans with Space Systems program leadership, engineering staffing leads, Talent Acquisition, and HR to ensure focused hiring objectives are executed.
- Support and/or lead program NAR/ICE, IRT, PCAB, Tiger Teams/Deep Dives, proposal (TD/BOE) reviews, milestone and technical reviews, and Sector Operating Objective (SOO) goals.
- Lead Process Excellence/Improvements and working group initiatives, maintain/develop process documentation, manage process adherence and CPATS issues/non-conformances with timely root cause and corrective actions to ensure process quality and excellence.
- Develop & manage budgetary strategic plans (indirect, capital, NCTA) to effectively support design, production, and test network/support operations.

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.
Basic Qualifications:
- Bachelor of Science Degree in a STEM field from an accredited institution
- A minimum of 7 years of engineering experience, including a minimum of 2 years of experience serving as a manager or lead of an engineering team
- Proven technical, program or functional leadership experience
- Experience in collaborating with employees within a department and across functional areas
- Candidate must have, and be able to maintain, at least ONE of the following active U.S. Government security clearances:
- Dept of Defense Top Secret level with a background investigation date within 6 years
- OR SCI access with a Single Scope Background Investigation (SSBI) completed within 5 years
- OR Dept of Energy Q clearance with a Single Scope Background Investigation (SSBI) completed within 5 years
Preferred Qualifications:
- Demonstrated leadership ability to grasp complex issues, assess/develop optimal solutions, effectively lead people, and manage risks/opportunities across functional/program stakeholders
- Experience in product development, proposal support, and new business development
- Excellent verbal & written communication skills
- Active SCI access
