This position is for a Functional Manager of component specialists and parts control engineers supporting the Mission Systems Sector, in the Design Life Cycle Engineering Section of the Hardware Synergy department (at Baltimore, MD, located near BWI). The manager will be responsible for both functional management and technical supervision of a component specialist and parts control engineering group. The manager also ensures that the people, processes, and tools are in place to maintain program cost and schedule performance, while meeting program customer component performance and reliability requirements.
This is a dual role manager position, involving technical responsibilities as well. These include oversight of part standardization and selection for sensor systems, in varying environments, including airborne, space, maritime and land based. Technical areas of proficiency include leading a team of component specialists with expertise in analog and digital IC technology, passive devices, fiber optic components, connectors, fasteners and several other commodity types. The manager will also be responsible for regulatory compliance regarding specialty metals, conflict minerals, and counterfeit part prevention.
The manager is also responsible for staffing plans, staff performance evaluation, goal planning, process improvement, roadmap development, and hiring to manage workload demand and skill attrition. The manager will be able to lead through positive changes, as a champion for improvement and innovation. Employee engagement and development will be maintained through a combination of training, employee career coaching, mentoring, identification of stretch assignments, and engagement action planning. The manager will be able to meet performance goals with consideration for work/life balance of the staff. The candidate should have strong communications skills, and an ability to build and maintain relationships with direct staff, customers, and cross organization partners.
This position is contingent upon the ability to obtain and maintain an active DoD Secret Clearance or the transferal of an active DoD Secret Clearance
Basic Qualifications:
- Bachelor’s degree in a STEM (Science, Technology, Engineering or Math) discipline with 9 years of relevant professional experience; OR a master’s degree in a STEM discipline with 7 years of relevant professional experience; OR a PhD in STEM with 4 years of relevant professional experience
- US Citizen
- Ability to obtain DoD Secret clearance (or higher)
- Experience or understanding of component selection and part standardization methodologies
- Experience or understanding of Diminishing Manufacturing Sources (DMS) management
- Experience in technical or project leadership
Preferred Qualifications:
- Demonstrated success leading high performing teams (technical, Integrated Product Team Lead, Agile, or functional management)
- Expertise with component qualification for military applications
- Experience with Part specifications, particularly Military and Industry Standards/Specifications
- Experience with developing custom component part control drawings and part screening or alteration drawings
- Expertise with Product Lifecycle Management methodologies
- Experience leading process improvement, or introduction of new tools projects
- Experience supporting or leading projects and or proposals
- Familiarity with Siemens Teamcenter software
- Active DoD Secret Clearance or Higher
- Familiarity with Federal and other regulations affecting COTs purchases
This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.
