Northrop Grumman Aeronautics Systems sector has a leadership opening for a Test Engineering Manager 1 to join our team of qualified, diverse individuals. This leadership role is located in Palmdale, CA.
The position will support the Advanced Technology Development Center (ATDC) and will be responsible for all facets of ATDC Systems Test Engineering & ground operations. This includes staffing, planning, execution, and reporting in multiple technology areas. This position requires a highly motivated and self-starting individual with relevant ground test operations experience, who will be willing to work additional assignments beyond the defined requirements of this position, if required.
Typical roles and responsibilities include but are not limited to:
Provide technical products and planning coordination for the Special Projects IPT as the manager for the System Under Test (SUT)
Complete control and ownership of the specific SUT asset throughout the required test phases
Lead test planning efforts and support working groups with all IPTs associated with testing the SUT.
Coordinate closely with other Program functional areas, to include Manufacturing, Quality/Mission Assurance, Engineering, and Program Management.
Interface with system design and analysis functions to develop test and test data requirements.
Specify test article configurations and coordinate all test modifications.
Coordinate with local and remote test facilities or ranges, other Special Project IPTs, subcontractors, and US Government agencies
Verify all documentation for modifications, test activities, and test results performed on the SUT.
Fill in for all control test engineer functions, as needed, to support the program schedule.
Report article status and provide detailed reports as required to Senior Management
Manage the daily test activities and personnel support, prioritize tasks and oversee the strategic long-term planning of test engineering & ground operations.
Manage the daily tasks of the assigned personnel, primarily Flight Test Technicians, but may also include Flight Test Engineers, Systems Test Engineers, and other support personnel.
Manage the Test Engineering & ground operations including budgets, personnel, and resource scheduling as well as program de-confliction.
Liaise with the PAICoE Systems Integration Test & Evaluation (SIT&E) Functional Homeroom and the Government Ground Representative (GGR) as required for the statement of work.
Identify all risks, issues, and pressures and develop mitigation and closure plans.
The position may require Section Manager functional duties, responsible for up to 15 direct reports of non-exempt personnel (Flight Test Technicians). Selected candidate will report functionally to the SIT&E Director or Department Manager, or to a more senior Program Level 2 Test Engineering Manager and reports operationally to the Program Systems Test Ground Maintenance & Operations IPT Manager. Travel time is minimal, less than 5%.

The Selected Candidate must be willing to work any shift depending on the business needs: 4x10 schedule (Mon-Thurs) 1st shift; 4x10 (Mon-Thurs) 2nd shift; 3x10 schedule Fri, Sat, Sun) 2nd shift; 3x10 schedule (Fri, Sat, Sun) 1st shift.
Basic Qualifications:
Must have a Bachelor of Science degree and 3 years of relevant test experience OR High School Diploma and 7 years of relevant test engineering and/or ground operations experience.
Must be willing to work non-standard shifts and overtime, as required.
Must have excellent communication, interpersonal skills, and the ability to interface with all levels of employees and management.
Must have flexibility to work additional test assignments within the Program Test IPT beyond the def.
Must have the ability to obtain and maintain a DoD Secret clearance and Program Access.
Preferred Qualifications:
Bachelor of Science Degree in Science, Technology, Engineering or Math (STEM)
Active DoD Top Secret clearance, with an investigation date within the past 6 years.
