This Technical Operations Lead will support the RISE Mission Development & Engineering (MD&E) Director with logistics and oversight to enable program leadership to achieve operational excellence with a focus on managing RISE MD&E NCTA, support to RISE MD&E Mission Engineering, multiple RISE captures and programs, and oversight of key program enabling functions such as security and facilities. The Operations Lead is directly responsible for managing an integrated NCTA and IWO package of approximately $4M for the directorate.
NCTA and IWO management duties will include:
•Managing the processes to support end-to-end NCTA planning with leads within the directorate;
•Collaborating with Business Management to develop processes and templates for regular reporting
•Collaborating with the CAMs to layout cost and schedule plans for managing NCTA spending
•Serving as a review authority for NCTA status and liens
•Assisting with EAC planning
•Working with the Director to evaluate NCTA progress and make decisions on strategy and reprioritization of spend plans within and across Campaigns to support changing business priorities
Technical Operations duties include:
•Develop charts and status for BU Monthly Reviews, All-Hands, Division Weekly Status, etc.
•Oversight of all RISE MD&E staffing needs, security needs, facilities planning
•Coordinate with Division Customer Engagement Staff and MD&E on briefing materials for customer visits to Space Park facilities (e.g. mission highlights, BU program briefings)
•Collaborating with the Campaign teams and Functional Homerooms to develop job requisitions, review candidates, coordinate interviews, and fill all staffing needs
•Ensure clearance processing for team members
•Ensure issues are elevated to Security Review Board as needed
•Develop strategic staffing plans inclusive of team growth across NCTA, IRAD, and contract efforts;
•Collaborate with program POCs to allocate office space; maintain all team office plans
•Develop and execute engagement plans for MD&E organization
•Provide overall operations support to MD&E Director and organization as a whole
Basic Qualifications:
•Bachelor’s Degree in a STEM (Science, Technology, Engineering or Mathematics) discipline and 14+ years of engineering experience OR Master’s Degree in a STEM (Science, Technology, Engineering or Mathematics) discipline and 12+ years of engineering experience OR PhD in a STEM (Science, Technology, Engineering or Mathematics) discipline and 9+ years of engineering experience
•Experience working with and presenting to program, capture, and functional executive leadership.
•Knowledge in NCTA/IWO Management / EVMS
•Experience working with Excel, PowerPoint, and Project
•Candidate must have, and be able to maintain, an active TS/SCI clearance
Preferred Qualifications:
•Excellent communications skills, including the ability to present and brief technical information to all levels of leadership within the organization and government customers
•Strong interpersonal and leadership skills
•Experience and background of RISE/AMS BUs heritage areas
•Experience with NCTA projects and captures
•Experience with system of systems architectures, mission engineering, mission analysis, and modeling & simulation
•Strong critical thinking and systems/SE approach
