Northrop Grumman Aeronautics Systems (NGAS) has an exciting career opportunity for a Flight Operations Engineering Manager Level 3 to join our team of qualified, diverse individuals in support of MQ-4C Triton program. The selected candidate will be leading teams of aircrew across the sector for the execution of engineering ground and flight test activity and ensuring standardization practices. This is a work onsite position, located at NAS (Naval Air Station) Patuxent River, MD.
POSITION OVERVIEW:
The MQ-4C Triton program requires a Flight Operations Engineering Manager Level 3 to lead a team of Flight Test and System Test Engineers at NAS Patuxent River, MD in support of the Triton Integrated Test Team (ITT). This position requires knowledge of aircraft operations and Flight Test processes in support of developmental testing and acceptance flight testing for air vehicles. The role of the MQ-4C Flight Operations Manager includes being responsible for all facets of flight test planning and execution in multiple areas to include requirements development, test planning, test event preparation and execution as well as aircrew training and development of operational procedures. Test execution will include conduct of ground and flight test in the role of a Test Pilot or Air Vehicle Commander, as required.
Must understand the role of Government Flight regulations and compliance, ground and flight operations to include safety management and training. Candidates must also have experience with flight test engineering, along with the role of supporting organizations in executing flight test programs. Candidates must be able to provide leadership and direction to other Flight Test and System Test Engineers on a tactical and strategic basis, as well as being able to perform Flight Test Engineering functional duties and responsibilities.
Other duties include and are not limited to: attending staff meetings, management of personnel (performance reviews, training and Check Ride evaluations), coordination of job assignments, staffing, recruiting, developing process improvement plans and providing input, guidance and review for policies, processes and procedures.
Must have excellent communication skills, understand flight test requirements, procedures, and be capable of working in a matrix environment with multiple sources of management guidance. Candidates must be able to support extended shifts, occasional weekends and holidays.
Expected to work closely with the System and Flight Test Engineering Department Manager and fellow section managers to implement department and center initiatives, ensuring successful planning and execution of program test engineering activities, collaborating with programs to satisfy staffing needs and provide operations support (incident investigations, metrics collection and analysis, etc.), setting Talent + goals and providing regular performance feedback to 12 employees, supporting the annual salary review and promotion process, mentoring and developing the next generation of technical and project leadership, and improving and implementing test engineering processes and procedures. The Section Manager duties will require 10-20% of the manager’s time.
KEY RESPONSIBILITIES (not limited to):
Managing scheduling personnel to support MQ-4C ground tests, calibration flights, and experimental test flights.
Manage Training and standardization of aircrew throughout the MQ-4C enterprise. This includes managing manned aircraft contracts and unmanned annual/semiannual training for production acceptance test and developmental test aircrew.
Direct Northrop Grumman point of contact with the host squadron leadership, VX-20 TECT, as part of an Integrated Test Team (ITT) and will interface with the Persistent Maritime Unmanned Aircraft Systems Program Office (PMA-262) leadership in executing test and evaluation priorities.
Drive test strategy and architecture to support major program milestones and provide metrics reflective of the team performance.
As the Flight Operations Manager, responsibility will be for compliance with both U.S. Navy and NGAS safety, test and training processes, staffing, and addressing site issues and concerns for both Patuxent River and Palmdale aircrew.

BASIC QUALIFICATIONS:
Must have a Bachelor of Science degree in a STEM discipline AND 9 years of related professional experience OR a Master’s Degree in STEM discipline AND 7 years of related professional experience
Minimum of 5 years management experience
Must have the ability to obtain and maintain a DOD Secret Clearance
Must have ability to obtain and maintain Access (PAR) within a reasonable period, as determined by the company to meet its business needs
PREFERRED QUALIFICATIONS:
Experience with 8210.1 / 3710.1
Previous experience with production acceptance and delivery
Experience as a Test Pilot
Previous experience with developmental flight test
Manned aircraft experience with current Commercial and Instrument rating
Minimum of 5 years of management experience coordinating with Government Flight Representatives and supporting Flight Ground Operations Team audits
Currently or Previously qualified MQ-4C aircraft Commander
Experience in flight test engineering leadership position
Experience in flight test of unmanned air vehicles
Active DoD Top Secret clearance with ability to obtain SCI
