Northrop Grumman Space Systems is looking for an experienced leader to fill a Senior Manager of Supply Chain Programs role located in Linthicum, MD. FT remote work is not available. The role is required to work on site. Manager will be responsible for the supply chain execution of multiple programs on various stages of a program lifecycle within the Active RF Operating Unit. Responsibilities include managing a staff of managers and individual contributors who manage a supply base of over 100 suppliers, ensuring the program materials are delivered on time, within budget, and meet program quality and performance specification. The candidate should possess strategic thinking abilities and project management skills to mitigate risks, improve costs, and gain efficiencies across the supply base. A background in program/project management, supply chain planning, procurement, subcontract administration, and manufacturing is preferred. An understanding of supply chain principles is required – materials management, negotiations, MRP, procurement, subcontracts management, and supplier quality. Cost Account Manager experience is required, as the manager will be responsible for financial and Earned Value Management.
Job Duties:
Lead the OU on all supply chain related efforts across multiple sites
Cost Account Manager (CAM) for over $600M of material budgets
Ensure supplier priorities are aligned with program needs and implement mitigation plans and corrective actions when material becomes non-supporting
Develop and Execute Supplier Performance Management Plans (SPMP) to drive superior supplier performance and effective supplier oversight
Provides robust leadership and regularly interfaces with Program GSC teams, Program Management, Operations Management, and Supplier Mission Assurance
Administer Root Cause Corrective Actions (RCCA’s) to suppliers with performance issues, and manage plans to closure
Foster and negotiate contractual business deals with suppliers that creating cost savings and avoidance to programs
Manage material cost, labor, risk and opportunity on proposal activity
Lead and motivate a team to drive positive results
Manage the supply chain aspect of proposals
Employee goal setting, employee development, and merit planning
Basic Qualifications:
Bachelor’s degree and 10 years of supply chain, program management, operations management, engineering or closely related experience - OR - a Master's degree with 8 years of supply chain, program management, operations management, engineering or closely related experience.
Experience managing direct reports
Solid understanding of supply chain disciplines and principles
Ability to communicate with executive levels internal to the organization and externally to suppliers
Ability to create and foster enduring relationships internally and externally with suppliers.
Ability to work under limited supervision.
Understanding of material sales forecasting and impact of late supplier deliveries
Cost Account Manager and Earned Value Management experience
Must be able to obtain and maintain Top Secret SCI security clearance. US Citizenship, non-dual citizenship is a prerequisite.
Exceptional writing skills, and the ability to present to executive leadership is required
Proficient in MS Office Suite and SAP
Preferred Qualifications:
Proven history of managing a portfolio of a critical supply base
Demonstrated experience with developing complex agreements such as long term agreements, teaming agreements, strategic alliances, MOA's, overriding Terms and Conditions
Currently possesses a Top Secret SCI security clearance
