The Payload and Ground Systems (PGS) Division, within the Northrop Grumman Space Systems Sector, is seeking a Procurement Manager 2 to lead a procurement team responsible for executing all aspects of the procurement life cycle for our INS Business Unit.
This individual will manage an existing team of 8 procurement specialists (with the potential to increase to 10 over the next two years). They will be responsible for the development, mentoring, coaching and engagement of the Supply Chain Procurement Specialists, managing workload assignments to ensure that daily requirements are appropriately prioritized and executed to meet the needs of the business, collaborating with other program functional teams to facilitate status/communication of requirements, and training/developing a team in order to meet the needs of the business. This candidate must be able to come into a NG facility regardless of location in the U.S. The preferred location is Baltimore, MD or Aurora, CO.
The position also requires technical leadership competencies to form strategies to construct various contracting types for major procurement activities to meet the requirements of the programs and needs of the business. Such activities may include long-term purchasing agreements, sourcing partnerships, continuous improvement initiatives, and identification of opportunities for enhanced efficiencies and to support compliance strategies and initiatives. The successful candidate will possess strong leadership skills, including a command of oral and written skills, solid negotiation skills, knowledge of terms and conditions, familiarity with the commercial item determination process, an aptitude for DoD contracting, and its related requirements and the ability to lead a diverse team with varying requirements and priorities in support of the business.
Responsibilities include (but are not limited to):
Review of active procurement requirements and status
Developing, training, and mentoring buying professionals
Development of negotiation strategies and plans
Review and approval of purchase order compliance
Communication within GSC, division, program and business areas of procurement status and issues
Appropriately assessing risk to supply chain and ability to brief programs
Identification and communication of items needed from other functional areas in support of issuance of a purchase order
Review and approval of supplier agreements (i.e., Teaming Agreements, Long Term Pricing Agreements, Terms and Conditions Negotiations)
Assisting with the movement to more robust requisitioning process for seamless requisition to PO placement process
Basic Qualifications:
Bachelor degree and/or Master’s degree in Business, Supply Chain Management, Finance, Industrial Engineering or related field required with a minimum work experience of 10 years in U.S. Government Procurement, Contracts, Subcontracts or related field; 8 years with a Master’s; in lieu of degree, 14 years of related experience may be considered
The successful candidate must have experience working with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance based payments)
Knowledge of: U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), with specific working knowledge of Parts 15 Contracting by Negotiation) and 31 (Contract Cost Principles and Procedures); Cost Accounting Standards (CAS); and Defense Contract Audit Agency (DCAA) audit procedures
Strong leadership, communication, and writing skills
Experience with SAP
Prior experience and results with leading a team of professionals (preferably in Supply Chain or a related discipline)
Preferred Qualifications:
Commodity experience with computer hardware/software commodity types
Experience with procurement of EEE parts
Familiarity with PO specific terms and conditions negotiations
Experience with software license agreements
Expertise in Word and Excel
People leadership experience
Strategic thinking and problem solving skills
Secret or TS/SCI security clearance (or ability to obtain)
