Northrop Grumman Space Systems has an opening for a Quality Engineering Manager 3 to join our team of qualified/diverse individuals. This role is responsible for overseeing Safety, Quality Engineers, Quality Inspectors, and Source Inspectors. This position will be located in Goleta or Oxnard, CA.

Core Responsibilities

  • Accountable for safety, quality, delivery, and cost results within the Quality function
  • Collaborate and coordinate with other functional managers, process center leaders, value stream leaders and value stream owner(s) to meet division, value stream, and quality objectives
  • Collaborate and coordinate with the manufacturing and design teams to achieve product and site goals and overall program quality, delivery, and cost objectives are achieved. Provide proposal support
  • Accountable for maintenance of the Quality Management System (QMS) and AS/ISO/NADCAP certification
  • Serves in the role of Management Representative as required per AS9100 and coordinates 3rd party audits, including ensuring resources are prepared and available to support
  • Maintains Supplier Quality Management in accordance to AS/ISO standards as well as division standard practices
  • Provides leadership, as the chair, for the Procurement Quality Board (PQB) and Corrective Action Board (CAB)
  • Facilitates the Material Review Board (MRB) process in collaboration with engineering to ensure proper dispositions and MRB authorities are met
  • Ensures representation of the Quality function in support of Engineering Configuration Control Board
  • Responsible for ensuring the cost of poor quality (CoPQ) process captures and reports data and resolves root cause, in compliance to division standards
  • Accountable for Quality Engineering resource and budget planning
  • Accountable for Quality Inspection resource and budget planning
  • Accountable for customer interface regarding quality related issues

  • Perform product-based strategic and organizational planning

Execution

  • Ownership of product value stream quality control and quality assurance program. Ensure products are reliable and meet customer requirements
  • Accountable for meeting or exceeding the safety, quality, delivery, and cost expectations of internal and external customers within entire assigned product value stream(s)
  • Accountable to ensure Quality Management System is effective and followed
  • Own, execute and continuously improve Daily Management (Gemba, Obeya, Stand-Ups / Tiered Meetings, etc) within assigned Product Value Stream(s)
  • Review daily trend metrics and analyze misses
  • Communicates quality performance data to site and division leadership
  • Develop proactive action plans (AP) and Counter Measures (CM) to achieve daily, monthly and annual objectives
  • Ensure financial operating integrity by maintaining and improving department budget performance, indirect costs, and cap-ex spending
  • Ownership and accountability for effective hand-offs through product and process center areas
  • Ownership of the Internal Audit process in compliance to AS/ISO standards
  • Ownership for determining quality requirements, including customer quality clauses, material and process plans, contracts and statement of work (SOW)
  • Responsible to manage technical quality document preparation, including quality plans, inspection plans, end item data packages (EIDP) in accordance with customer requirements
  • Facilitate root cause determination and resolve quality issues, including nonconformance (NC), corrective action (CA), and EIDP
  • Facilitate Material Review Board (MRB) review in accordance to contractual MRB Authorities, ensuring proper engineering non-conformance (NC) disposition
  • Manage the review and approval of quality requirements for manufacturing planning, purchase orders (PO’s), and engineering drawings / specifications to ensure customer requirements are met
  • Maintain awareness and involvement in contract milestones that directly relate to billings
  • Support customer proposals by providing technical, budget and scope information as it pertains to the proposal process
  • Ensure that tools, equipment, and machinery are maintained in accordance with contractual calibration requirements and schedules for each assigned area
  • Communicate/escalate key issues related to safety/security, quality, delivery, employee, and cost upward to site leadership and downward into the organization
  • Create, promote and apply best practices for quality engineering and quality inspection found internally and externally to the Value Stream (VS)

Talent Management

  • Proactively strengthen the Product Value Stream through the employee performance management process (individual and group goal setting, coaching and personnel development)
  • Solicit performance input on all team members
  • Provide performance feedback to other Functional managers
  • Establish and maintain training requirements and deploy resources accordingly
  • Ensure succession plans are in place and be proactive in mentoring key talent to assume increased responsibilities

Compliance

  • Advocate a safe, secure and ethical working environment that maintains compliance with federal, state and local government regulations
  • Utilize and improve Quality Management System for the Internal Audit Team which performs audits to achieve compliance and maintain certifications for AS9100, NADCAP, and customer requirements

Basic Qualifications:

  • Bachelor's degree with 10 years of relevant work experience, or a Master’s degree with 8 years of relevant work experience

Salary Range: 137200 - 205800

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
