This position serves as the NGDS Program Manager of the US Navy F-5N/F Contractor Logistics Services (CLS) Program.   The Program Manager is the company's points of contact for program activities and program review sessions with the customer to discuss cost, schedule, and technical performance.  Oversees multiple sites across the F-5 enterprise ensuring contract required metrics are maintained at an acceptable level and actively pursues process improvement to enhance contract performance.  Responsible for establishing plans, milestones, requirements, and organizational infrastructure to sustain the contractual obligations and NGC goals.  Provides oversight and verification of all DoD and NGC program requirements.  Monitors adherence to sites Statement Of Work (SOW), integrated master schedules, identifies program problems and recommends solutions, such as allocation of resources or changing contractual specifications. Key role in the negotiation of contract and contract changes.  Directs the work of employees assigned across multiple sites following corporate policies in administration of staff and program.

Job Attributes/Responsibilities

  • Balance manpower and equipment resources across multiple sites.
  • Oversee and coordinate deployments/detachments across multiple sites.
  • Manage stand-up/relocations of work sites as required.
  • Oversee and manage aircraft maintenance to standardize and improve maintenance processes.
  • Review all corrective action reports (CAR) generated by the sites.
  • Sets and maintains high ethical environment standard that leads to safe aircraft operations.
  • Assist in conducting on-site reviews on contract performance.
  • Assist in conducting Program Reviews with the subcontractor and the government.

Basic Qualifications

  • Must have 14 years of experience supporting U.S. Government contracts and customers and/or project management in other industries or equivalent military experience. Will consider an applicant with a Bachelor of Science degree in a technical discipline from an accredited university with 10 years of experience  
  • Shall have five years management and supervisory experience (within the last ten years) in the directing multisite aviation maintenance/logistics programs.
  • At least two year (within the six years) management experience shall be in technical program or project work related to Naval Aircraft Maintenance.
  • Knowledge of the Naval Aviation Maintenance Program and the reporting process using NALCOMIS and OOMA.
  • Knowledge of DCMA 8210 series.
  • Must be a US Citizen
  • Must be able to obtain a clearance within a reasonable amount of time.

Preferred Qualifications

  • Education: Bachelor of Science degree in a technical discipline from an accredited university or equivalent military experience. 
  • Work experience leading multiple disciplines at multiple geographically diverse sites.
  • Demonstrated understanding of the aviation maintenance process from aircraft recovery through aircraft launch.
  • Ability to work seamlessly through subcontractors to meet the contract goals.
  • Experience in working with a staff covered by a union collective bargaining agreement
  • Defense Acquisition University (DAU) Program Management Certification or PMP certification.
  • Secret Clearance


Salary Range: $147,000 USD - $221,000 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
