Northrop Grumman Defense Systems is seeking a Manager Program Control 1 within the Poland WISŁA Program as part of the Multi-Domain Command, Control, Communications (MDC3) Operating Unit. The successful candidate will set up cost control system, monitors and controls costs and schedules on contracts requiring validated cost schedule control system. Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. Prepares budgets and schedules for contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis. Prepares program plans to ensure program requirements and statement of work are captured and scheduled. Performs schedule risk assessments to identify and mitigate program cost and scheduling risks. Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government. Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines. This position is located in Huntsville, AL.

Roles and Responsibilities include, but are not limited to:

  • Oversee the business management activities within a dynamic portfolio of programs

  • Provide direct supervision activities, including completion of performance goals and reviews, assigning work scope to employees, reviewing, and approving timecards, and ensuring employees operate according to company policies and procedures.

  • Management and development of Program Control Analyst (PCA) staff

  • Successful execution of program financial performance, including tracking and management of customer funds, cost performance, and cash management

  • Estimate-at-Complete (EAC) preparation and review

  • Support of pricing and proposal activities

  • Ensuring effective compliance with EVMS requirements

  • Overseeing and ensuring quality of cost and schedule data delivered to internal and external customers, including EVMS reporting requirements.

  • Deliver predictable financial performance for monthly and quarterly forecasts as well as against annual operating plan targets.

  • Internal and External support of compliance audits

  • On-going collaboration with the customer and functional teams

  • Assistance with contract negotiations

Basic Qualifications:

  • Must have a high school diploma or GED with a minimum of 10 years professional experience in finance, accounting, or program control

  • Will also consider:  

    • Bachelor's degree and 6 years of experience in finance, accounting, or program control

  • Master’s degree and 4 years of experience in finance, accounting, or program control

  • Understanding of Earned Value Management System (EVMS).

  • Experience with Earned Value cost/schedule reporting (e.g. IPMRs, IPMDARs, CFSRs, and CCDR/CSDRs).

  • Experience leading teams to successful outcomes.

  • Experience operating within highly compliant business environments (e.g., Earned Value Management, TINA Compliant Cost Estimating, FAR/DFARS required Contracting, CAS, etc.).

  • Proficient in Microsoft Office suite, with added emphasis on advanced Excel data analysis competency.

  • Experience in establishing a program baseline or significant experience in developing time phased pricing or estimating forecasts.

  • Prior experience preparing and presenting financial analysis to team and/or management.

  • Ability to obtain a DoD Secret level security clearance. US citizenship is a prerequisite.

Preferred Qualifications:

  • In-depth knowledge of DOD financial business models.

  • Complete understanding of contract types and terminology.

  • Proficiency of the following systems or software: Micro-Frame Program Manager (MPM), COBRA, or similar project management software, wInsight, SAP and Business Warehouse (BW)

  • Full working knowledge of Financial Planning to include Annual Operating Plan development

  • Understanding of DoD contracts, government Cost Accounting Standards, Commercial contracts, and the FAR

  • Active Secret Clearance

Salary Range: $98,800 USD - $148,200 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
