As we continue to build our workforce, we look for people who exemplify our core values, leadership characteristics, and approach to innovation.   Northrop Grumman Defense Systems sector Global Supply Chain Function is seeking a Supply Chain Subcontract Specialist / Principle Supply Chain Subcontract Specialist to join its team of qualified, diverse professionals. The successful applicant will become part of Northrop Grumman's Combat Systems and Mission Readiness Division Supply Chain organization. This position will be based in Huntsville, AL   Roles and Responsibilities:  
  • Sources and procures specialized goods and services
  • Owns contractual management for the supplier. Responsible for source selection from contract proposal to execution phases
  • Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users
  • Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services
  • Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts
  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
  • Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations
  • Employs sound business practices and assesses supplier performance as part of follow-up activities
  • Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded
  • Manages and develops strategic/key suppliers
  • Reviews and approves supplier payment as needed
  • Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement

Basic Qualifications - Supply Chain Subcontract Specialist:
  • Bachelor’s degree in a general area of study and 3 years of progressive business experience or a Master’s degree and 1 year of business experience or an Associate's degree with a minimum of 5 years of progressive business experience
  • Understanding of Government contracting and key business processes and have the ability to contribute to advanced strategy and planning throughout the business process
  • Proficient with using Microsoft Excel or Word
  • Proactive, self-directed and can take instruction and act
  • Must be able to obtain and maintain a Secret clearance
  • Be able to travel, as needed (up to 10%)
  • U.S. Citizen
Basic Qualifications - Principal Supply Chain Subcontract Specialist:
  • Bachelors' degree and a minimum 6 years of supply chain, contracts, business management and/or related field OR Master's degree and a minimum of  4 years of supply chain, contracts, business management and/or related field. 4 additional years of experience may be considered in lieu of degree
  • Working knowledge of FAR and/or DFAR
  • Demonstrated ability to communicate within various levels of the organization
  • Must be able to obtain and maintain a Secret clearance
  • Be able to travel, as needed (up to 10%)
  • U.S. Citizen
Preferred Qualifications:
  • SAP and PLSC2 experience, MS Office and MS Excel
  • Experience performing in a program team environment and applying creativity to develop solutions to subcontract problems
  • Experience in subcontract negotiation through contract closeout for FFP, Cost Type and T&M, and Commercial subcontract types
  • Knowledge/experience with contracting for commercial construction, computer hardware, software, and services
  • Government and/or industry experience
  • Cost analysis experience
  • Active Secret clearance
