The Northrop Grumman Global Procurement Services organization is committed to delivering performance and satisfaction to our customers. In this position, you will be responsible to performing review and oversight for non-production procurements (purchase orders) for the NGC Enterprise. Partnering with our customers to deliver cost effective and quality services. This role will support a variety of corporate services - travel, security, contingent labor, and various professional services. This position has a tremendous emphasis on terms and conditions to mitigate risk.

Responsibilities Include, but are not limited to:

              Provides Purchase Order and Contract management oversight and governance risk management

              Owns contractual management for suppliers

Supports sourcing strategies and initiatives, and drives deployment across the Sectors, businesses and disciplines/functions

              Coordinates and collaborates with key stakeholders

Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations

              Enhances mission capability and affordability with program tactical focus through strategic one-company sourcing/procurement solutions and supplier management

              Makes decisions through collaboration with the right people, analytics, processes and tools to capture the greatest leverage opportunities

              Manages all aspects of key and strategic suppliers including supplier relationship, performance and corrective action teaming with Operations group

              Reviews supplier PO agreements to ensure NGSC’s minimum requirements are met and risk areas are identified and mitigated

              Negotiates terms and conditions of all components of contractual agreements, including Statements of Work and Purchase Agreements

              Prepares requests for proposal packages (RFx)

              Conducts bidder conferences, analysis and evaluation of bidder proposals, facilitating the selection/recommendation of the winning bidder, negotiating agreement terms, conditions, provisions and pricing, issues awards, preparing and administering resulting contracts and orders

              Negotiates and coordinates additions, deletions, or modifications to existing contracts or purchase orders

              Issues Purchase/Change Order(s) to support contracts

Reviews and approves supplier payment as needed

              Conducts post-award administration including project implementation support to ensure supplier(s) adherence to contractual deliverables and timeline

Basic Qualifications:

·         Bachelor’s degree with a minimum six (6) years’ experience in procurement, strategic sourcing, contract management, program management and/or project management.

·         Elevated knowledge, proactive engagement, awareness and category management capability

·         Demonstrated experience in sourcing to agreement award and resulting recurring management of large dollar value agreements, up to enterprise-level in scope

·         Excellent organizational skills

·         Demonstrated negotiation skills

·         Sourcing strategies establishment capability

·         Strong problem-solving and analytical skills

·         Program or project management expertise

·         Relationship development skills

·         Ability to work with minimum direction and in a fast-paced, business-oriented environment

·         Microsoft Office Suite with special emphasis on Excel (at least intermediate level)

Preferred Qualifications:

·         Large contracts experience, i.e. $1million + annual spend

·         Experience in the SAP procurement module

·         Experience in negotiation of enterprise-level information including, but not limited to, contract elements such as data privacy, data protection, and export/import concerns

·         Master’s degree

Salary Range: $80,100 USD - $120,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
