Northrop Grumman Enterprise Corporate Global Supply Chain is seeking a Principal International Trade Compliance (ITC) Import Analyst to join our team of qualified, diverse talent. This position will report to the Manager of Global Import Management at the corporate office within Enterprise Global Supply Chain.
This position preferred to be located in Falls Church, VA, but open to hybrid and fully remote schedule. The selected candidate must be located near an existing Northrop Grumman facility. Teleworking arrangements are subject to change based on the needs of the business.
The Principal International Trade Compliance Import Analyst supports the development and growth of the company’s global supply chain organization with import compliance, policies, procedures, training, assessments, and import transactions to ensure compliance with import and export laws and regulations. The position also supports company supply chain, security, and sector transportation implementation of import compliance requirements.
Responsibilities include:
Performs data analytics and reviews trade data including but not limited to US Customs and Border Protection (CBP) Automated Commercial Environment (ACE) and US Census to identify areas of risk and provides recommendations. Collaborates in the development of enterprise international trade compliance solutions to streamline Customs data management and visibility.
Assists in providing subject matter expertise maintaining and driving process improvement of the company's framework of the enterprise-wide Customs compliance policies, standards, and processes.
Supports compliance with technical expertise related to: HTS classification, Customs valuation, preferential origin determinations (e.g. free trade agreements), duty deferral programs (e.g. foreign trade zone, inward processing/bonded regimes), customs declaration and clearance.
Maintains corporate import bonds, powers of attorney and other related corporate filings.
Assists the Manager of Global Import Management and the Export/Import Law department with drafting responses to official CBP and other government inquiries and other import related inquiries of NGC's business processes and internal controls.
Supports management of contracted Customs Brokers and express couriers. Participates in contracted Customs Broker quarterly business reviews and SOP alignment reviews.
Supports CTPAT/Security community of practice by drafting training materials, briefings, and documentation as required by CTPAT. Serves as a point of contact for Customs and Trade Partnership Against Terrorism (CTPAT), maintains CTPAT profiles and supports communication with the CBP Supply Chain Security Specialists (SCSS). Supports Supply Chain Security audits.
Supports Customs Broker management and Express Courier management, Transportation initiatives, and Global Trade Security projects. Participates in contracted broker quarterly business reviews and SOP alignment reviews.
Maintains applicable trade compliance records in accordance with regulatory requirements and internal procedures and assist with oversight of the Customs electronic recordkeeping storage process.
Exercises good judgment to seek management support and guidance as needed, including collaborating on decisions that have the potential to be high visibility or impact.
Develops and delivers import compliance trainings and presentations, supports planning and execution of internal compliance Conferences, and delivers monthly community of practice briefings for the NGC import international trade compliance community to communicate relevant regulatory changes regarding imports and provide updates to Division leadership.
Basic Qualifications:
Bachelor's degree plus 5 years of relevant experience OR Master's degree plus 3 years relevant experience
Working knowledge of the 19 CFR Customs Duties regulations and US Customs Trade Partnership Against Terrorism (CTPAT) program
Must have a US Customs Brokers License (US Customs & Border Protection)
Demonstrated track record of paying close attention to detail
Candidates must have the ability to obtain, and maintain, a DOD Secret level security clearance as a condition of continued employment
Excellent interpersonal and communication (written and verbal) skills
Proficient in Microsoft Office Products (Word, Excel, PowerPoint, Teams)
Preferred Qualifications:
Experience with OCR's EASE software, SAP GTS, US Customs & Border Protection Automated Commercial Environment (ACE)
Familiarity with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)
Experience with use of data visualization tools (e.g. Tableau)
Experienced and comfortable developing and delivering professional-level training via in-person and virtual methods
Ability to participate in or lead enterprise-wide working groups to address new procedures, regulatory changes, etc.
Able to learn and use new web-based applications including workflows and databases
