Northrop Grumman Mission Systems (NGMS) sector is currently seeking a Strategic Deployment Manager to join our growing team of diverse professionals in our MS Digital Engineering & Competitive Design organization (DECD). The preferred location for this position is collocated with an NGMS site (i.e. Baltimore, Maryland, San Diego California, Rolling Meadows, Illinois) but part-time or full-time teleworking may also be considered.

Summary of Role:

This is a senior leadership role responsible for aligning Digital Transformation services across initiatives in support of all NGMS divisions and organizations and contribute toward rapid scaling of transformation in these domains.  The Strategic Deployment Manager will ensure that measured business value is documented and that data is used to adapt service offerings and inform on “tools” needs that will accelerate scaling/efficacy. The ideal candidate  must be able to partner with transformation leadership, Service Delivery Leads, practice development teams and their own staff to contribute toward collective transformation objectives. Services are delivered by a mix of owned and loan (matrix) resources however we strive to make that distinction agnostic to the customer/stakeholder.

In addition to cultivating strategic enhancements with service delivery, the Strategic Deployment Manager will oversee all functional activities for ~50 employees with expertise in Model Based (X), Agile, Dev*Ops and DesignOps that support transformation activities. This position will be responsible to : ensure that staffing levels align to budget availability (internal and external) and that employees attain utilization targets while also meeting customer/stakeholder needs. The manager will balance helping to develop staff skillsets external to the organization while cultivating strategic talent within the organization that help evolve services alongside delivering those services.

  • Align operating practices across 4+ service delivery organizations
  • For internal deployment staff, ensure affordability through meeting utilization/budget targets
  • Develop talent within the organization, including direct management staff
  • Contribute toward upskilling the external population with “Digital” skills/capabilities
  • Oversee internal time charging practices, performance management, talent development, employee engagement and compensation

Basic Qualifications:

  • Bachelor's degree in a STEM (Science, Technology, Engineering or Mathematics) discipline with a minimum of 12 years of relevant professional experience (10 years with MS degree)
  • Must have 5+ years of technical leadership experience as a Program Manager, IPT Lead or formal management experience
  • Must have broad experience crafting and executing strategic plans that lead to business value generation with concentration in the development of strategies, roadmaps, integration, implementation, and/or operations of complex, large-scale cyber-physical systems and technologies
  • Demonstrates strong written and verbal communication skills, attention to detail and have a proven track record for delivering on project commitments
  • Ability to work from minimal direction, leverage course checking and ultimately deliver to expectations
  • Must be a US Citizen with the ability to obtain and maintain a U.S. Department of Defense (DoD) security clearance (or higher)
  • Must be able to travel as needed (up to 10% of the time)

Preferred Qualifications:

  • An ACTIVE U.S. Department of Defense (DoD) security clearance 
  • Experience transformation activities, leveraging techniques from fields such as Lean-Agile, Model-Based-Everything, Dev*Ops or Design-Ops within DoD or Federal government or other high-compliance environment


Salary Range: 158500 - 237700

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
