Northrop Grumman Mission Systems has an opening for a Principal Subcontract Specialist to join our team of qualified, diverse individuals. This position is located in Baltimore/Linthicum, MD area with an opportunity for excellent career growth potential supporting the rapidly growing development programs with support from a Global Supply Chain perspective for the Emerging Capabilities Development (ECD) Division in our Mission Systems (MS) Sector.

Description

The individual will be responsible for executing compliant major Subcontract activities, providing contractual support, and completing/maintaining procurement documentation to suppliers in support of proposals and programs. The individual will be responsible for source selection from contract proposal through execution phases, as well as the management of performance of subcontracts to ensure compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.

Specific responsibilities include interfacing and corresponding with suppliers, develop sourcing/evaluation strategies; supplier identification; source selection; coordinate export control/security requirements; prepare/issue RFPs with appropriate customer flow downs and terms & conditions; proposal evaluation; conduct negotiations to meet contract/program targets/schedule, terms & conditions/payment terms for materials & services; administering resultant compliant subcontracts; ensure compliance with FAR/DFARS regulations and strict adherence to company Purchasing policies & procedures; validate pricing; and maintain proper Purchase Order files with correct documentation.

 Additionally, the SCA is responsible for leadership and management of subcontract modifications, which includes coordination of required additions, deletions, or other modifications or formal contractual correspondence/documented communication to subcontractors; arranging and participating in supplier meetings; and controlling and reporting supplier progress.

 
Roles and responsibilities of the Subcontract Administrator will include:


• Lead the evaluation of customer RFPs and ability to collaborate with the program team to develop subcontract RFP's that include Statements of Work, Technical/Quality Specifications, Deliverable Requirements List and Schedules, Performance Assessment Requirements, Terms and Conditions, Proposal Preparation and Pricing Requirements, Compliance Matrices and supplier profiles.
• Preparation of Non-Disclosure Agreements, Teaming Agreements, and Memorandums of Agreement and Pricing Agreements.
• Ability to analyze and evaluate subcontractor proposals, negotiate deviations from work statements, schedule, and/or terms and conditions, while working closely with the Program Management team.
• Provide subcontractor pricing, deviations from scope and/or terms and conditions, comprehensive cost analysis and justifications, and technical data assertions to the Contracts group during the proposal preparation phase.
• Successful candidate will negotiate and write formal/compliant major subcontract awards, processes internal justifications, and document files in preparation for internal and external audits. Additionally, the successful candidate:

  • Must have experience working with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable and must possess knowledge relating to special payment provisions (progress or performance-based payments).
    Must possess strong communication and writing skills.
  • Must be US citizen and be eligible to obtain a secret clearance.
  • Must possess strong leadership and mentoring capabilities of junior SCAs.


Qualifications

 This requisition may be filled at a higher grade based on qualifications listed below.

Basic Qualifications for Principal Supply Chain Subcontracts Specialist (Band 3):

  • 6+ Years of US government procurement, contracts, subcontracts and/or business management with Bachelors; or
  • 4+ Years with Masters in US Government procurement, contracts, subcontracts and/or business management.
  • Experience working competitive procurements with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance based payments), and experience with US Government procurements/contracts/subcontracts and/or business management.
    - Working knowledge of U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS),
  • The ability to produce compliant major subcontract procurement packages.


Preferred Qualifications:

  • Masters degree in Business, Supply Chain Management, Finance, Industrial Engineering, or other related field.
  • Experience managing international procurements/ subcontracts in excess of $5 million.
  • Knowledge of SAP.
  • Understanding on International Traffic in Arms Regulation (ITAR) and Export Administration Regulations (EAR)

Basic Qualifications for Sr. Principal Supply Chain Subcontracts Specialist (Band 4):

  • Bachelor’s degree and a minimum 10 years relevant Supply Chain Operations or Business Management experience; will also consider a Master's degree and 8+ years of relevant experience
  • Experience working true subcontracts, including services and consulting subcontracts
  • Supplier management experience, especially with universities
  • Experience working competitive procurements with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance based payments), and experience with US Government procurements/contracts/subcontracts and/or business management.
  • Working knowledge of U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS),
  • The ability to produce compliant major subcontract procurement packages.
  • Experience negotiating terms & conditions, IP clause language, and NDAs.
  • Must have ability to effectively communicate and have superior organization skills
  • Excellent planning skills and acts with an appropriate sense of urgency
  • Ability to obtain a government security clearance

Preferred Qualifications:

  • Masters degree in Business, Supply Chain Management, Finance, Industrial Engineering, or other related field.
  • Experience managing international subcontracts in excess of $5 million.
  • Knowledge of SAP.
  • Demonstrated strong leadership skills as well as the ability to multi-task in a challenging environment
  • Understanding on International Traffic in Arms Regulation (ITAR) and Export Administration Regulations (EAR)
  • Experience conducting oral presentations to leadership
  • Working level knowledge of Business Law
  • Change Management experience
  • Secret Security Clearance or higher that has been granted or renewed within the past 6 years
  • Special Program Access / Classified Program experience

Salary Range: 79800 - 119800
Salary Range 2: 99000 - 148400

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
