Northrop Grumman Space Systems Sector (Payload & Ground Systems Division) is seeking a Principal Pricing Analyst 3 to join the Northrop Grumman Space System Sector, Pricing and Estimating Organization. This position will be located in Linthicum, Maryland and will require the selected candidate to be predominantly on-site in the program areas.

In this role, the selected candidate will become part of the sector Pricing and Estimating Group and will be responsible for development of Space PGSD Proposals, primarily in the RSP BU, which will contain a portfolio of varying degrees and classifications. This position will work closely with Global Supply Chain, Program Management Office, Business Management, Production and DCMA.

Responsibilities include but are not limited to:

The use of industry techniques / practices to conduct fact-finding, data analytics and establish fair and reasonable cost analysis positions and negotiation ranges - including completion of supplier proposal compliance review and the comprehensive review of all elements of cost including direct labor, material, other direct and indirect costs to ensure compliance with FAR, DFARS, and Northrop Grumman procedures.

This role will be a key member of large competitive or corporate priority win teams and will act as a key evaluator and developer of winning bids. The selected candidate will also be essential in creating automation tools and Agile approaches for the overall Pricing and Estimating team to minimize required administrative tasking and focus on estimating and analysis. Additionally, this individual will lead/support proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members.

Additional responsibilities include:

  • Develops, plans and schedules proposals.
  • Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.
  • Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments.
  • Researches and analyzes historical data, develops cost models to support proposal efforts. - Coordinates activities and participates in fact-finding meetings.
  • Participates in should-cost and pricing reviews with management and customer representatives.
  • Participates as a member of the contract negotiating team.

Additional Note:

  • This role will predominantly be onsite in Linthicum (Maryland) due to the nature of the classifications, and requirements of the proposal.
  • Limited remote capabilities.
  • Travel may be required for some proposals (roughly 10% of the time).
  • Demonstrating a broad skill set that is balanced across interpersonal, business, and proposal-based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment.

Basic Qualifications:

  • Bachelor’s Degree from an accredited university with 6 years of combined experience in Business Management, Contract Management, Proposal and/or Pricing/Estimating experience - OR - 4 years with a Master's Degree.
  • Top Secret Clearance is Required, with the ability to obtain additional clearances as required.
  • Proficiency in Microsoft Office (inclusive of a strong command of Excel – Pivot Tables, Formulas, Data Manipulation.)

Preferred Qualifications:

  • Knowledge of the government regulations FAR and DFARS.
  • Experience working within Proposals.
  • Active DOD Top Secret Clearance (required).
  • Experience working with Basis of Estimate (BOE) and analyzing BOE quality.
  • Experience with Excel Pivot Tables, VBA coding and Macros.
  • Experience with parametric modeling (such as SEER-SIM, PRICE True Planning, etc.).
  • Proficient in using EBS Pro-Pricer.
  • Experience conducting cost analysis and risk modeling.
  • Excellent oral and written communication skills.
  • Ability to effectively manage competing priorities and deadlines.
  • Ability to handle multiple tasks in a fast-paced environment.
  • Excellent problem solving and organizational skills.


    Salary Range: $80,100 USD - $120,100 USD

    Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
