Northrop Grumman Mission Systems Sector is seeking a Program Control Analyst 4 – Earned Value Compliance to support the EVM Compliance Manager of the Program Scheduling & Compliance Center of Excellence organization.  This position is an on-site position, located in Linthicum, MD.

The roles and responsibilities of the Program Control Analyst include, but are not limited to the following:

  • Partner with Program Managers (PMs), Control Account Managers (CAMs) and the Business Management teams (Business Managers, Schedulers, Program Cost Analysts (PCAs)) to ensure programs comply with CTM F300 - OneNG Corporate Earned Value Management System (EVMS) and associated policies and procedures, as well as the EIA-748, Earned Value Management Systems 32 Guidelines.
  • Support and lead Internal Surveillance, Compliance Reviews, Program Startup, Joint Surveillance and Integrated Baseline Reviews.
  • Support maintenance of CTM F300, EVM policies and procedures and EVM training.
  • Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. Prepares budgets and schedules for contract work and performs and/or assists in financial analyses
  • Prepares program plans to ensure program requirements and statement of work are captured and scheduled.
  • The ideal candidate will have a proactive work style, strong verbal and written communication skills and excellent organizational and prioritization

This position maybe filled at a Principal or Senior Principal Level Based on the qualifications below:

Basic Qualifications for a Principal level:

  • 6 years of combined experience with a Bachelor Degree or 4 years of combined experience with a Masters Degree
  • 3 years of experience with Earned Value Management

Basic Qualifications for a Senior Principal level:

  • 10 years of combined experience with a Bachelor Degree or 8 years of combined experience with a Masters Degree
  • 5 years of experience with Earned Value Management

Additional Basic Qualifications for both levels:

  • Advanced understanding of the application of EVM Cost/Schedule principles; policies and procedures,
  • Demonstrated leadership experience and ability to advise and brief internal and external senior management.
  • The willingness and ability to travel domestically 10% of the time.
  • Willingness to obtain and maintain a US Secret level security clearance. US Citizenship is a prerequisite.

Preferred Qualifications for both levels:

  • BS Degree or higher in Finance, Accounting, Program Management, Business Management, Business Administration, Program Cost Control, or Program Scheduling.
  • Recent experience with the following:
    • Supporting DCMA Compliance Reviews,
    • Supporting DCMA Joint Surveillance Reviews (JSRs)
    • Participating or supporting Integrated Baseline Reviews (IBRs)
  • Experience conducting Internal Surveillance, supporting the following: DCMA Compliance Reviews, supporting DCMA JSRs, supporting DCAA Audits, D&T Audits and Corporate Internal Audits.
  • Strong working understanding of many of the following program management tools:
    • COBRA,
    • PM Compass
    • Microsoft Project
  • Strong presentation skills and ability to facilitate customer briefings
  • Current active Security Clearance or higher

Salary Range: $80,100 USD - $120,100 USD
Salary Range 2: $99,200 USD - $148,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
