Northrop Grumman Mission Systems (NGMS) seeks to fill a Manager Systems Engineering 2 opportunity.  This is a dual-role manager position involving both overall management of a Systems Integration, Test and Evaluation (SITE) functional group of about 14 integration and test systems engineers, as well as performance of individual productive work on a program or several programs. This individual will report to a Section Manager within SITE and be part of a collaborative management community across the whole department.

Job Description

The manager will be expected to perform productive (direct charge) work on programs as well as functional responsibilities as a frontline manager for a group of engineers.  It is anticipated that given the size of the functional team indicated above, the split between program and functional duties will be approximately 80/20 on average. The direct program work may include technical work, IPT leadership, Cost Account Management (CAM), or any other appropriate billable technical and/or leadership function.

Specific Management Responsibilities Include:  Staffing programs, recruiting and interviews, managing non-applied time, managing headcount, mentoring, yearly goal setting, review and evaluation of employee performance, compensation planning and notification, employee skill development and career growth, monitoring of compliance with department processes and company values, support of department initiatives, providing team leadership and engagement, and approving time charging.  Additional responsibilities include collaborating with peer managers and section managers and interacting with business division counterparts to coordinate staffing and other program support (e.g., proposal reviews, design reviews, customer meetings).

General SITE Programmatic Responsibilities Include:  Perform technical planning, people leadership, cost account management, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Analyses are performed at all levels of total system product to include:  Concept, design, fabrication, test, installation, operation, maintenance and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Perform functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.

Basic Qualifications:

  • Bachelor’s degree in an engineering or closely related discipline
  • 9+ years of related and applicable work experience
  • Strong leadership qualities, including excellent communication and collaboration, team engagement, and organizational skills
  • Secret clearance is required prior to commencing employment, with the ability to obtain higher clearances
  • US Citizenship is required

Preferred Qualifications:

  • MS in an engineering or closely related discipline
  • 6+ years of experience within a related engineering field
  • 4+ years of experience with integration, test and evaluation of radar, electronic warfare, RF systems or real time embedded SW
  • Top Secret clearance and/or Special Access Program clearance
  • Experience leading teams in a functional, programmatic, or technical capacity
  • Prior experience as a frontline manager in a dual role environment
  • Earned Value management experience
  • Technical team leadership experience and/or as Integrated Project Team (IPT) lead in Systems Engineering, Software, electronics, or payload
  • Integrated Functional Capability (IFC) management experience
  • Systems Engineering Proposal experience
  • Full development lifecycle experience (program startup to closure)
  • Change leadership experience

Salary Range: $137,000 USD - $205,600 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
