Northrop Grumman's Mission Systems Sector - located in Linthicum, MD - has an immediate need for an International Trade Compliance Analyst. This position can be hired as a principle/3 or sr level/4 position and can be worked from
Rolling Meadows, IL; Irving, TX; Woodland Hills, CA, Salt Lake City, UT; Charlottesville, VA; Linthicum, MD or remote/virtual.
Roles and Responsibilities Include:
- Determines the best method of transportation globally, referring to documentation for destination, considering factors such as export/import authority, expense, delivery times, and user requirements. Contact carriers and interdepartmental personnel to discuss delivery issues, recommending rescheduling, alternate routines, alternate carriers and the like.
- Develops and manages comprehensive internal export and import controls to ensure compliance with US and foreign regulations in the conduct of international marketing, sales, supply chain and other business activities.
- Establishes and maintains relations with appropriate government regulatory agencies.
- Assists on trade compliance counsel assessments and prepares and/or reviews documentation as needed with management.
- Implements operational processes for assuring trade compliance through gate-keeping reviews and generates performance metrics for all related activity while maintaining applicable trade compliance records in accordance with
regulatory requirements.
- Conducts reviews, post audit assessments (PO/Sales Order to Payment) and training as it relates to import and export activity, to ensure implementation and effectiveness of internal compliance controls. Interfaces with cross functional
departments to manage requests for information missing at the time of import or export.
- Analyzes trends related to missing information and developing corrective actions to increase speed and efficiency.
- Determines and verifies HTS & Schedule B classifications and other trade data of products and components to ensure correct and accurate declarations to Customs and other governmental authorities.
- Supports eligibility requirements related to special duty programs such as Free Trade Zone (FTZ), Free Trade Agreements (FTA) or Military Duty Free (MDF) under 9808.
- Provides guidance related to valuation, material to vendor, etc. and maintains the correct documentation to support declarations made to participating government agencies such as CBP and Census.
- Works with internal programs, outside vendors and suppliers to improve compliance efficiencies, prepare correct documentation in accordance with the internal requirements, terms & conditions, and government regulations while
reducing potential inbound and outbound transportation delays.
The ideal candidate will be detail-oriented and highly organized with the ability to multi-task several projects at once.
Qualifications - External
Basic Qualifications:
Basic qualifications for the mid level/3 are:
- Bachelor’s Degree and 6+ years of relevant experience or a Master's degree with 4+ years of relevant experience; candidates without a Bachelor’s degree will be considered if they have 10+ years of relevant experience
Basic requirements for the level 4/sr are:
Bachelor’s Degree and 10+ years of relevant experience or a Master's degree with 8+ years of relevant experience; candidates without a Bachelor’s degree will be considered if they have 14+ years of relevant experience
Both levels must have:
- Experience in logistics, operations, or supply chain pertaining to Customs Brokerage, Freight Forwarding, Trade Compliance, Import/Export regulations
- Ability to obtain a clearance (this requires US citizenship)
-Must be willing and able to travel up to 25%
Preferred Qualifications:
- Customs Brokers License
- SAP experience desired/preferred
- In-depth knowledge of handling imports and/or exports in accordance with Government Regulations, including knowledge of International Traffic in Arms Regulations (ITAR)
- 3+ years of experience in processing international transportation activities
- Ability to understand global impact of regulatory decisions (assertiveness and diplomacy to achieve results)
 


Salary Range: $72,404 USD - $125,800 USD
Salary Range 2: $89,800 USD - $155,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
