Northrop Grumman Mission Systems (NGMS) seeks a Manager of Manufacturing Compliance to join its team.  Join a team of dedicated professionals who are pioneering the future of national defense and reimaging technologies that are defining what’s possible for the next generation. The Manager of Manufacturing Compliance will be the NGMS lead and will be responsible for the sector Material Management, Accounting System (MMAS) strategy, and framework to drive process and compliance for all division/programs. The MMAS lead will work with programs and functional focal points across the division to establish and monitor MMAS systems and metrics.

This individual should have a working knowledge of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) affecting the management of materials and processes supporting DoD contract deliverable end items.  This individual needs to have an understanding and working knowledge of the Manufacturing functional organizations of MRP, Receiving/Inventory, Production Control, Manufacturing and Shipping.  The individual will play a central role in audit activities supporting continued approved status of NGMS Business Systems; this will include Material Management Accounting System (MMAS) and various internal audits. They will interact with federal regulatory agencies and internal personnel while investigating and resolving regulatory compliance issues. The role is also expected to leverage subject matter expertise into training and guidance to associated stakeholders.  The role is expected to lead improvement and corrective actions.

Seeking a strategic thinker and hands-on individual who can take projects from concept to implementation and has a proven track record of simultaneously managing and delivering multiple projects and priorities.

Major areas of responsibility:

  • Work with division POCs to define, implement, and maintain the sector Material Management and Accounting System (MMAS) strategy and framework to drive process and compliance for all programs within the NGMS Sector.
  • Work with functional process owners across the Sector to establish and monitor system and processes supporting DFARs applicable to the Manufacturing Operations organization
  • Maintain regular reporting to government as well as establish relationship with the government (DACO)
  • Facilitate all audit activity, including DCAA/DCMA, internal audits, and self-assessments in partnership with internal government compliance organization
  • Work with government compliance to identify deficiencies and drive functions to ensure corrective actions are developed and worked to closure
  • Monitor development of division processes and organize applicability to sector MMAS system description
  • Ensure functional expertise is in place and ensure properly resourced across all system criteria in FAR and DFARS affecting Manufacturing Operations.

Basic Qualifications

  • Bachelor’s degree with 10 years of experience, or a Master’s degree with 8 years of stated experience
  • Five (5) years in a management or leadership role
  • Knowledge of the Federal Acquisition Regulations (FAR)
  • Experience performing and supporting audit activities

Preferred Qualifications

  • Experience with cost accounting on aerospace programs
  • Operational experience with ERP systems in production environment
  • Strong communication and written skills
  • Experience working and collaborating with DCAA/DCMA
  • Strong knowledge and understanding of DFARS 252.242-7004 MMAS Clause
  • Knowledge of Cost Accounting Standards (CAS)

Salary Range: $139,000 USD - $218,300 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
