Northrop Grumman Defense Systems has an opening for a Manager of Strategic Planning 2 to join our team of qualified, diverse individuals in the  Strategic Operations team  which is part of the sector’s Strategy & Business Development organization. This position will be located in McLean, Virginia.

The person in this position will be expected to: (1) Manage NGC DS sector advocacy with customers and Congress, (2) Lead customer engagement planning for DS sector executives, (3) Provide leadership with timely and insightful analysis of developments in Congress and customer communities; and (4) Guides sector Government Relations Strategy to inform and execute the Long-Range Strategic Plan.

Key Responsibilities:

  • Delivers background and preparation for Sector President and other senior executives’ customer engagements
  • Sector lead for any legislative issues and liaison to Corporate Government Relations organization
  • Updates Sector Leadership with briefings on relevant legislation, budget developments, and customer activity
  • Tracks Sector priorities in federal budget and legislation and reports on progress to leadership
  • Develops and leads coordination process to ensure cross-company awareness of customer engagements
  • Leads Employees of Northrop Grumman Political Action Committee (ENGPAC) efforts for DS Sector
  • Executes additional responsibilities as needed to ensure effective operations of BD organization.
  • Coordinate data gathering and analysis and prepare presentations to support strategy reviews with sector and corporate leadership
  • Collaborate with counterparts across the sector and the company to contribute to strategy development efforts for specific business areas, campaigns and captures

 Basic Qualifications:  

  • Bachelor’s Degree and 10 years’ experience in strategic planning, program / enterprise integration or business development OR a Master’s degree and 8 years’ experience
  • 3+ years’ experience in a leadership function as either a manager or a lead
  • Must be able to obtain and maintain a DoD (Department of Defense) Security Clearance
  • Strong judgment/decision-making skills and political acumen
  • Professional executive presence, and comfort engaging with senior executives
  • Must have the ability to work on-site in McLean, VA

Preferred Qualifications: 

  • An active DoD Secret Security Clearance (or higher)
  • Understands the federal budget cycle and can fluently navigate budget justification materials relevant to Sector priorities.
  • Familiarity with congressional cycle for appropriations and authorization.
  • Good understanding of defense acquisition, requirements development, and operational end-users.
  • Confidence, integrity, and hands-on approach to analysis and problem-solving
  • Ability to analyze a broad range of issues and think strategically to influence senior leadership and customer decision makers
  • Excellent written and verbal communication skills—is an effective public speaker/briefer and can write concise background and talking points for Sector leadership.

Salary Range: 130500 - 195700

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
