Every day, our 10,000 employees do the can’t be done, solving the most daunting challenges facing our customers.   Peraton is seeking a dynamic Capture Manager for its growing Department of Veterans Affairs (VA). The successful candidate will be a self-starter with experience winning $100M+ captures/proposals. Must be adept at quickly understanding what is required to win, developing compelling value propositions, and preparing strong business cases to leadership. Must have proven strong team leadership skills and writing abilities.   Responsibilities include, but are not limited to:
  • Leading capture efforts to secure new or re-compete contracts or task order business
  • Developing capture strategy and tactics including technical and business solutions for pursuit of opportunities with a solid ROI
  • Identifying potential customers based on a strategic portfolio alignment
  • Developing relationships with teaming partners and industry associations to help drive partnerships
  • Utilizing domain knowledge to support price-to-win
  • Developing competitive assessments, teaming strategies, and prices-to-win analysis
  • Participating in bid and proposal activities to deliver compelling and compliant proposals
  • Maintaining on-going interactions with all stakeholders and functional organizations that provide input to a program pursuit
  • Possess a high energy level and be an open communicator/collaborator to all levels of the organization

Basic Qualifications: 
  • Bachelor’s degree with a minimum of 10 years of relevant technical and business development experience -OR- Master’s degree with a minimum of 8 years of relevant technical and business development experience
  • Experience with federal government business and operations procurement activities including writing proposals for federal customers
  • Working knowledge of the competitive VA market place including prime bid tendencies
  • Expertise experience working with the VA T4NG IDIQ contract vehicle
  • Experience in business marketing/coordination and submission of responsive captures/proposals with an ability to build and lead teams with a vision for success and capable of delegating responsibilities to the appropriate team members
  • Demonstrated strategic capture experience and skills as a respected team leader leading functional teams to win federal government business
  • Demonstrated skills in planning and program operations knowledge which addresses cost, schedule, technical performance, and quality of a SOW package
  • Must have proficient knowledge in the VA enterprise services, infrastructure, and current strategic goals
  • US Citizenship is required in order to obtain a VA Level 4 security clearance
  • Must be able to work in Washington, D.C area as the primary location.
  • Must be able to travel to VA customer sites as necessary to interface with existing and potential new customers (estimated to be less than 15%) 
  Preferred Qualifications:
  • Proven win record on bids over $100M
  • Demonstrated ability to build strong relationships with internal company organizations including business management, contracts, supply chain, technology, and human resources
  • Credentials across all phases of the Business Acquisition Process to include: strategy, opportunity shaping, identification, qualification, capture, bid, and “keeping it sold” activities
  • Working knowledge in one or more of the following: SaaS COTS products, AWS/Azure/Cloud Technology, VA Human Centered design (HCD), BI Reporting, Web services / applications, analytics, big data, database technologies, SQL, DHTML, XML, Cyber Security,  DevSecOps, HL7 messaging standards
  • Working knowledge in one or more of the following: Agile, DevSecOps, or ITIL
  • Existing or previous DoD Secret or Top Secret Clearance
  • Healthcare IT industry experience
  • Working knowledge of deploying applications and achieving ATO in complex VA environment
  • Proven track record in working with strategic growth plans or transformational technical road maps
  • Ability to leverage key company investments against emerging business development opportunities
