Peraton is seeking a Business Analyst to join our team of qualified, diverse individuals. This position will be located in McLean, VA. The qualified applicant will become part of Peraton's Department of State (DOS) Consular Systems Modernization (CSM) Program, for the Bureau of Consular Affairs (CA). This initiative is intended to modernize and consolidate the operational environment under a common technology framework in order to better support the services provided to CA’s customers.  The Business Analyst on the CSM System Engineering team is responsible for understanding existing service solutions and eliciting requirements from business stakeholders that are then applied to a design model to support development of a modernized CSM service solution. This includes working with the CSM system engineering team to document: business process models, domain models, use cases, and operational views. The position requires a working knowledge of the full development life-cycle processes and the ability to understand UML and SysML diagrams. The CSM program is using Scaled Agile Framework (SAFe) Methodology to manage work activities. This requisition may be filled at a higher grade based on qualifications listed below. Duties and Responsibilities:
  • Analyze business and technical processes to formulate and develop new and modernized business information processing systems to support the Bureau of Consular Affairs services to citizens
  • Assist in applying common best practices to create conceptual business models to include Business Process models, Use Cases, Operational Views and Domain models
  • Assess the operational and functional baseline processes of an organization and its organizational components, and help to define the modernized solution approach while ensuring the organizational, citizen and non-citizen needs are addressed
  • Identify information technology inadequacies and/or deficiencies that affect an organization’s ability to support/meet its service goals
  • Participate in design reviews to validate approach and associated work products including the ability to understand highly complex problems and tasks
  • Support the design process and validate business requirements are addressed by the engineering artifacts produced
  • Use modeling tools to review system engineering artifacts and provide input
  • Ability to fulfill role and responsibilities within a SAFe Agile methodology driven program 

This requisition may be filled at either a level 2 or a level 3. Basic Qualifications for a level 2: To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Bachelor's degree and at least three (3) years of experience
  • Strong understanding of business and technical processes to formulate and develop new and modified business information processing systems
  • Experience with UML and SysML modeling artifacts and tools
  • Experience with both reading and creating conceptual business models to include Business Process models, Use Cases, Operational Views and Domain models
  • Experience eliciting business functional requirements
  • Excellent written and oral communication skills, including the ability to effectively communicate complex technical ideas to audiences with varied technical backgrounds
  • Experience crafting and coordinating official correspondence
  • Excellent administrative/organizational abilities
  • Must be a US citizen and have a current, active Secret (or higher) clearance.  Interim clearance is acceptable.
Basic Qualifications for a level 3: To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Bachelor's degree and at least six (6) years of experience
  • Strong understanding of business and technical processes to formulate and develop new and modified business information processing systems
  • Experience with UML and SysML modeling artifacts and tools
  • Experience with both reading and creating conceptual business models to include Business Process models, Use Cases, Operational Views and Domain models
  • Experience eliciting business functional requirements
  • Excellent written and oral communication skills, including the ability to effectively communicate complex technical ideas to audiences with varied technical backgrounds
  • Experience crafting and coordinating official correspondence
  • Excellent administrative/organizational abilities
  • Must be a US citizen and have a current, active Secret (or higher) clearance.  Interim clearance is acceptable.

Preferred Qualifications: Candidates with these desired skills will be given preferential consideration: 
  • CBAP or PMI-PBA certification
  • Experience researching new technology for inclusion/use on customer programs
  • Prior work experience in a fast-paced, variable environment
  • Experience using business process modeling tools such as Sparx, Rational Systems Architect, Enterprise Architect, Visio, etc.
  • Scaled Agile Framework experience; working as a part of a Scrum Team
  • Experience using engineering environments and tools that support agile development, and especially SAFe, such as JIRA, Rally, VersionOne and Confluence
