Northrop Grumman Aeronautics Systems has an opening for a Section Manager 2 to join our team of qualified, diverse individuals within our Test and Evaluation (T&E) Organization. This leadership role is located in Melbourne, Florida.

The System Test Manager will be responsible for providing functional management, leadership and technical support to the Program Test and Evaluation (T&E) System Test Team. Manage functional resources and develop processes and procedures applicable to performing system test on a complex system. Manage cost and schedule performance to the program budget and schedule.  Identify personnel requirements to support system test.  The System Test Manager will be the primary point of contact for definition of technical requirements pertaining to test and evaluation system integration laboratories and facilities for the program.  The System Test Manager will provide coordination and communication between other Program IPT teams. The System Test Manager will lead and perform trade studies and provide cost estimates for test (mission systems, vehicle systems, and weapons systems). The ideal candidate will have familiarity with test automation, agile, and other cost savings initiatives. This position will start as the manager and a critical member of a small team of 4-5 engineers, the team will grow over time based on the needs of the program over the next couple years. Eventually, once the team grows to be at least 9 - 10 reports, the manager will also assume Functional Homeroom responsibilities.  These responsibilities will include but not be limited to: holding regular staff meetings, performing goal setting, mid and end of year performance reviews, supporting ranking and rating exercises and performing merit increase activities.

Key Responsibilities:

  • Provide functional manager support, goals, rating, rankings, and year end reviews
  • Manage/Lead a team of System Test Engineers to perform trade studies and risk reduction activities for a major proposal activity.
  • Define the processes and CONOPS for how SIT&E System Test team will execute on the program.
  • Provide leadership, support and expertise to attain program goals and objectives. Ensure compliance within NGC policies, procedures and processes.
  • Provide support and management for the System Test organization.  This includes but is not limited to interfacing with program IPT personnel to understand requirements in order to fulfill requirements.
  • Support, coordinate and lead planning and implementation efforts of program test environments and resources internal and external to the Melbourne SIT&E team
  • Interface and coordinate with other location SIT&E members as well as other program IPT teams to ensure attainment and execution of program requirements.
  • Provide Integrated Product Team (IPT) leadership for definition, planning and conduct of SIT&E test programs supporting the Program. 
  • Participate in technical exchanges with program SIT&E specific customers, users and AS Test and Evaluation organizations. Provide leadership support to the resolution of technical and schedule issues.
  • Perform common managerial accountabilities and tasks in accordance with the guidelines listed in MC0001.
  • Strong technical writing and communication skills. Flexibility to evolving program environments
  • Interest in new business development

Technical responsibilities:

  • Track, analyze and report on System Test teams cost, schedule and project performance.
  • Responsible for day-to-day operations required to run a high-performance development team of engineers.
  • Assess productivity, goals, objectives and customer satisfaction and manage all aspects of their test team’s development.
  • Provide timely resource forecasts to IPT/functional organizations and assures proper staffing is in place to execute the SOW, while maintaining an integrated schedule.
  • Drive process rigor and ensure compliance to meet company, program and security requirements.
  • Ensure successful planning and execution of program test engineering activities.

Basic Qualifications:   

  • Must have a Bachelor of Science degree in a STEM discipline AND 9 years of related professional/military experience, OR a Master’s degree AND 7 years of related professional/military experience.
  • 3 Years of system test experience (preferably mission systems, vehicle systems, and weapons systems test)
  • Active in-scope DoD Secret clearance or higher is required, and able to be successfully screened for Enhanced Security Clearances

Preferred Qualifications:   

  • Experience in several of the following areas: Systems Test experience (Flight, mission systems, vehicle systems, weapons systems, etc.); Sensors, Avionics, COTS hardware, experience with instrumentation systems, and/or Automation
  • 2 Years of prior leadership/management experience
  • Master Degree in Engineering, Engineering Management or MBA
  • Experience leading an Agile development test team
  • Extensive knowledge of SIT&E processes, procedures and work instructions required to support both management and engineering tasks at the Melbourne site
  • Current DoD Top Secret/SCI level security clearance
  • Current Program Access
  • Automated Test Experience
  • Cost Account Management experience
  • Experience in new business development and proposal management, from capture planning to proposal delivery
  • Experience with developing and presenting technical documentation and briefings to customers and organization leadership
  • Excellent communication, interpersonal skills, and the ability to interface with all levels of employees and management

Salary Range: $123,900 USD - $185,900 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
