Northrop Grumman’s Aeronautics Systems sector has an opening for a Program Manager 2 to join our team of qualified, diverse individuals on the International IPT supporting the International Aftermarket Services (IAS) portfolio. This position will be located in Melbourne, FL.

The IAS Portfolio Team is responsible to the International Multi-Domain Command & Control (MDC2) Programs Director for program cost, schedule, performance, and quality in all aspects of managing the programs.  This position will report to the IAS portfolio program manager and be responsible for all aspects of program execution and new business capture within the IAS portfolio. This includes supporting current & future execution efforts relating to development under Direct Commercial Sale (DCS) as well as the current execution & support of future DCS capture efforts.

  • Acts as primary customer contact and monitors program activities, including cost, schedule, and technical performance
  • Identifies program problems and obtains solutions, allocates resources, and recommends changes/updates to contractual requirements leading a multi-disciplined IPT
  • Provides leadership, management, guidance, and oversight for personnel
  • Participates in the negotiation of contracts and contract changes
  • Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of the contract
  • Prepares presentations and presents program reviews with both internal and external customers
  • Work on International contracts with foreign customers. This also includes working with international consultants and partners in the execution of the DCS.
  • Leads the IAS team in the execution of the program by providing clear assignments and direction, maintaining close communication, and getting the team the support needed to perform with success
  • Develop and lead proposals for DCS
  • Resolves issues in accordance with business objectives, strategies, legal requirements, regulations, contract terms, and company policies

Basic Qualifications:

  • Must have a Bachelor’s degree AND 7+ years of related professional/military experience that includes a background in project/program management, OR a Master’s degree and 5+ years of related professional/military experience that includes a background in project/program management.
  • Must have at least 2 years of experience working directly with international customers and with DCS contracts
  • Must be able to travel internationally (up to 30%)
  • Must have an active DoD Secret clearance (or higher)

Preferred Qualifications:

  • Experience with Earned Value Management (EVM)
  • Experience with import/export laws and regulations
  • Experience with negotiations for programs in excess of $10M
  • Program Management Professional (PMP) certification
  • Extensive experience leading program management review sessions on cost, schedule, and technical performance
  • Strong background in development-related work scope
  • Robust understanding and experience in generating & negotiating comprehensive, compliant, and profitable industry-type commercial proposals
  • Demonstrated experience in cultivating successful relationships with customers and suppliers

Salary Range: $123,900 USD - $185,900 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
