Northrop Grumman’s Armaments Systems Business Unit is looking for a Manager, Programs Level 3 to lead the Medium Caliber Guns Operating Unit Aftermarket Services (AMS) department in Mesa, AZ.

This position’s will focus on internal execution of service, sustainment, and training contracts by leading an established Integrated Project Team (IPT) as well as a diverse team of Technical/Field Service and Project Management professionals. The selected candidate will further support financial planning, program execution reporting, growth and retention of team members, and support of proposal activities related to the AMS product portfolio.

Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of scope, cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:

  • Managing the daily execution of programs within the construct of the product portfolio and the Guns production system
  • Cultivating customer relationships and intimacy to develop further opportunities within the customer community
  • Establishing and clearly communicating program objectives and performance to Guns Operating Unit and Business Unit leadership
  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
  • Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
  • Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
  • Establishment and management of the program and subordinate baselines
  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
  • Develops relationships with vendors and suppliers, in coordination with subcontracts management and quality Functions, to meet program objectives
  • Ensuring program team understands and adheres to contract scope, and manages change through control board activities
  • Development and adherence to master plans and schedules
  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization
  • Overall responsibility for resource planning and availability of Field Service and Technical Writing staff for all Operating Unit portfolios.
  • Responsible for performance, compensation and development management processes for direct reports.
  • Manage and accountability for department budget and expenses.
  • Support continuous improvement initiatives and lead continuous improvement activities within the overall AMS department.

Job Qualifications:

Basic Qualifications:

  • Bachelor’s Degree and 10 years, or Master’s and 7 years experience supporting U.S. Government and/or commercial contracts and customers and/or project management in other industries
  • 5 years leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team lead, or cost account manager
  • Demonstrated ability to manage teams of individual contributors and managers, to include the performance of diverse personalities, manage conflict, and administer performance improvement plans as needed.
  • Experience with coaching, developing talent, and maintaining the accountability of direct reports.
  • Demonstrated ability to manage revenue, profit and cash performance of programs
  • Strong formal and informal communication skills with all levels of internal and external management
  • Defense Industry and DOD contract experience desired
  • Ability to manage risk to reduce likelihood and severity of program impacts
  • Ability to operate in a dynamic, fast-paced work environment
  • Strategic thinker with excellent organizational skills
  • Able to travel both international and domestically up to 25% of the time

Preferred Qualifications: 

  • Master’s degree or MBA
  • Engineering or technical background
  • Experience in product development projects and sustainment of legacy programs for complex aerospace or defense systems.
  • International business experience desired, including contract negotiation and program execution
  • Prior experience with large or medium caliber military armaments, or related systems
  • Indirect Budget Management – Forecasting & Management
  • Experience with being a manager of managers.
  • Prior experience with, or management of, Aftermarket Services (AMS), Integrated Logistics Support (ILS), program sustainment, Reliability & Maintainability planning, logistics support planning, and/or operational availability planning.

Salary Range: 147700 - 221500

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
