The Palmdale Vehicle Engineering Directorate (VE) has an opening for a full-time Staffing Manager.  This position is located in Palmdale and will report to the Palmdale Director of Vehicle Engineering.  The Staffing Manager will be required to work closely with the VE Director and Managers to meet all current and projected staffing needs and challenges.  Responsibilities include, but are not limited to:

Represents Vehicle Engineering Directorate in Weekly Staffing Meetings.  Strategizes with the Directorate Leadership Team to implement solutions for all staffing challenges.  Organizes and attends functional and program staffing meetings.  Reports status to Managers, Directors and Vice Presidents (VPs).  Pulls data, prepares charts, affirms status, projects status and devises go forward plan. 

Transforms Labor Resource and Planning (LRAP) projection into integrated hiring plan execution: Coordinates with programs and Functional Homeroom (FHR) on hiring action plans; works with program to understand timing of skills need.  Works to timely fill positions based on security clearance grants and PARs, and monitors PAR status.  Manages and maintains all metrics associated with VE Directorate staffing.

Hosts demand planning conversations with the FHR and programs.  Must understand the time-to-fill realities and can level set expectations when a program demands a critical skill on short notice.  Provides staffing priorities to Talent Acquisition and contracting agencies.

Serves as POC on all hiring events.  Fills positions across all VE disciplines for multiple hiring managers.  Coordinates event support with Talent Acquisition team and helps plan to maximize ROI.  Establishes and manages hiring teams supporting hiring events and job fairs.  Attends hiring events/job fairs as appropriate.

Supports UR&R activities as Directorate POC.  Coordinates with programs and FHR and runs point on these activities for the VE directorate.

Builds a robust staffing strategy.  Serves as liaison between hiring managers, HRBPs, and TABPs.  Ensures all decision makers are addressing staffing concerns in a timely manner.  Assists hiring managers with the interview process and participates as an interviewer during the hiring process.  Works with other sectors to ensure at-risk employees are reviewed and adjudicated.

Supports negotiations of offers.  Establishes rapport with hired candidates and maintains contact until they are onboarded.

Coordinates/reconciles/updates POST and Workday as appropriate.  Must understand the time sensitivity and reasons for accuracy in both tools.  Understands the compliance components of Workday and can help steer conversations to avoid non-compliant staffing behavior.  Maintains “gold standard” BQ’s and PQ’s.  Ensures POST is kept up-to-date and tracks all timelines of hiring cycle, actively working to remove roadblocks.  Requires constant communication with HRBPs, TABPs, and hiring managers.  Tracks all new hires and employee release information.  Monitors onboarding status of new employees.  Follow-up with candidates as necessary.      


Resolves Late to Need (LTN) requisitions.  Proactively alerts Director and Managers on upcoming LTN positions.  Addresses the “why” and devises action plan.  Works proactively to close LTNs.

Reviews attrition trends across the Directorate and develops plans with Directorate Leadership, HRBPs, and TABPs to address attrition.  Must understand the climate of the aerospace/defense industry and competitors outside of the industry.  Tightly partners with program and FHR on the attrition outlook.  Supports stay conversation as appropriate.  Analyzes attrition data for demand planning.  Coordinates with HRBPs and TABPs on necessary activities to achieve targets.

Basic Qualifications:

•         Bachelor’s Degree in one or more of the following engineering fields: Aerospace, Chemical, Civil, Electrical, or Mechanical.

•         Minimum 9 years of industrial experience, with a minimum of 5 years in Vehicle Engineering disciplines within the aerospace/defense industry.

•         Ability to travel as necessary up to 25% of the time.

•        Active In-Scope DOD Secret Clearance (Last investigation within 6 years).

•        Ability to obtain and maintain Special Program Access.

Preferred Qualifications:

•        Active Top Secret Clearance.

•        Active Special Program Access.

•         Experience presenting to senior level management.

•         Knowledge of VE processes and procedures required to support both management and engineering tasks.

•         2 years of experience in sourcing and/or hiring candidates for engineering positions.

Salary Range: $130,500 USD - $195,700 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
