Northrop Grumman Aeronautics Systems sector is hiring an Engineering Planning Section Manager 2 to join our team of qualified, diverse individuals. This leadership role is located in Palmdale, CA.
The Section Manager is responsible for managing a section of Project Engineers (15-20% of the time) while continuing to excel in a program role (80-85% or the time). As a member of the Mission System Engineering (MSE) functional management team, the Section Manager participates in selected Specialty Engineering activities such as staffing, recruiting, employee development, performance management, process and product development, Independent Review Teams (IRT), and on occasion special initiatives. Sections will have up to 15 members and include personnel that range in grade from T01 to T07.
Basic Description:
Prepares and coordinates the plans and schedules for new or existing programs. Determines, monitors, and reviews costs, operational budgets and schedules, and manpower requirements. Supports and participates in negotiations with customer. Analyzes effects of projects upon various areas such as Engineering, Facilities, and the labor pool to determine the most practical and cost-efficient methods to obtain the required resources. Resolves proposal preparation problems and assesses the progress against established plans and parameters. Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements.
Key Responsibilities:
- Support Change Integration work, Configuration Status Audits, Change Management Projects, Metrics and Visualizations and special assignments on an as needed basis
- Provide strong leadership, excellent communication, interpersonal skills, and collaboration with senior management, peers, and employees.
- Previous experience in a leadership and management role within an Engineering discipline is required.
- Responsible for recruiting, staffing and retaining top talent to ensure success for all Palmdale, CA programs.
- Own and lead improvements across employee engagement, hiring, development and training.
- Responsible for Managing the Budgets, Schedules, Risk and Opportunities
- Regularly interacts with senior internal and external personnel on significant technical matters requiring coordination between organizations to ensure successful task completion and customer satisfaction.
- Regularly reports to senior internal and external customers
- Ensuring execution of project statement of work and baselines
- Employee development, including skills training and career support
- Performance management, including employee goal setting, performance appraisals and issue resolution
Impact to Program:
- This position is crucial in leading and positioning the team to complete obligations to several Program Integrated Product Team (IPT) leads. These obligations include providing single point of contact for a Profit & Loss Swimlane with focus on Requirements and production.

Basic Qualifications:
- Must have a Bachelor of Science degree in a STEM discipline AND 9 years of related professional/military experience in Engineering, OR a Master’s degree in a STEM discipline AND 7 years of related professional/military experience in Engineering.
- Must have at least 5 years of engineering experience with a focus in Project Engineering or Change Management techniques utilized in Product Design, Implementation, and / or Sustainment.
Preferred Qualifications:
- Prior management/leadership experience that includes providing oversight of Project Management / Project Engineering processes
- Ability / Eligibility to acquire a DoD Secret clearance.
- An MS degree in Engineering or other STEM (Science, Technology, Engineering or Math) discipline is preferred.
- 9 (+) years of experience in Project Management / Change Management / Configuration Analysis is desired.
- Strong background in Project Management / Project Engineering and Configuration Management
- Working knowledge of systems engineering disciplines such as: Requirements Development, Systems Architecture and Design, Requirements Validation and Verification.
