The Palmdale Systems Integration Test & Evaluation department is looking for a Manager to lead the Instrumentation Engineering Design team.  This position has both functional and technical responsibilities and is located in Palmdale, California.  The selected individual must have the technical and soft skills to lead the Instrumentation Engineering Design team and guide them through all facets of testing, design, and build-up.  Candidate must be able and willing to execute in a multifaceted role and be willing to collaborate with engineering, functional and business team members located in multiple sites across the country. This position requires a broad skillset in the area of instrumentation, data acquisition, static, fatigue, sensor applications, programing and system design. The manager will interface with system design and analysis functions to develop test and test data requirements. The Manager will specify test article configurations and coordinate all test modifications. They will coordinate with local and remote test facilities, ranges, other Special Projects Integrated Project Teams (IPT), subcontractors, and government agencies.  The Manager will verify all documentation for modifications, test activities, and test results. Below are some, but not all, of the responsibilities of this position.  Functional responsibilities include:
  • Coach and develop 10-15 team members including engineers and technicians
  • Provide the people, processes, and tools required to meet the current and future needs of the Instrumentation Lab
  • Conduct employee performance evaluations and time card approvals
  • Perform workforce planning in collaboration with the Functional Home Room (FHR) such as staffing, hiring, and onboarding
  • Execute special assignments in support of FHR as well as Program requests
  • Work with Human Resources to mediate and resolve personnel issues
  • Develop and improve personnel and organizational Instrumentation Engineering Design skills
Program / Technical execution responsibilities:
  • Work closely with the Special Project IPT as the manager for the system under test
  • Lead test planning efforts and support working groups with all IPTS associated with the system under test
  • Provide direction and oversight for Instrumentation and Data Acquisition Systems
  • Track and/or manage projects; lead team thru execution of applicable Integrated Master Schedule (IMS) tasks
  • Manage Cost and Budgets utilizing Earned Value Management System (EVMS) and Microsoft Project
  • Cost Account Manager (CAM) for Instrumentation department
  • Forecast staffing and resource management
  • Collaborate with engineering team to work through and manage risks, issues and opportunities
  • Participate in various technical interchange discussions
  • Develop and author test procedures and test reports
  • Facilitate and coordinate communications across sites, customers, vendors and suppliers
  • Assist in identifying and communicating changes, and updates to our statement of work (SOW)
  • Provide daily status updates to leadership regarding Statement of Work (SOW) supporting System Test organization
The selected candidate must have excellent communication skills, be capable of collaborating with a diverse team of managers, engineers, and technicians.  Candidate must have a good understanding of System Test-Labs & Instrumentation’s SOW. Candidate must also be capable of interpreting, understanding and adhering to customer and organizational test requirements as well as constraints. The candidate must be capable of adjusting to and thriving in a fast paced, very fluid work environment as well as being willing and able to support extended shifts, weekends, holidays and occasional travel.

Basic Qualifications:
•    Bachelor's Degree in STEM related discipline plus 9 years related experience
•    Ability to develop and retain a team of Instrumentation Lab Engineers & Technicians
•    Ability to develop relationships and operate in a collaborative team environment
•    Proven demonstrated leadership skills and the ability to work effectively in a team environment
•    High proficiency in technical problem solving
•    Active DoD TS/SCI, in scope within the last 5 years, with the ability to obtain special program access
Preferred Qualifications:
•    Master’s degree in a relevant technical or management specialty •    Knowledge of Instrumentation Lab processes with demonstrated technical experience
•    Experience in Instrumentation, Data Acquisition and Telemetry ground Systems
o    Experience in Instrumentation, Data Acquisition and Telemetry ground Systems
•    Two years of experience in lead or first-level manager role in a technical engineering capacity
•    Knowledge of Earned Value Management System principles and processes; proficiency in Cost Account Manager duties
•    Understanding of program risk, opportunity and issue management processes
•    Active DoD TS/SCI clearance, in scope within the last 5 years, with special program access
