Northrop Grumman Mission Systems Philadelphia Assembly and Test Site is looking for a Manager, Operations Program Manager to support electromechanical submarine/surface systems programs in our Philadelphia, Pennsylvania facility. The ideal candidate will have a background in large mechanical systems and the unique product lines and manufacturing processes that support such systems.  This role will have the responsibility of managing six Operation Program Managers (OPMs) spanning the full operations program portfolio for the Philadelphia Site.  They will need to have a technical background in a hardware engineering discipline; electrical/mechanical manufacturing experience; solid organizational skills; an ability to lead program teams to achieve program milestones and delivery objectives; an ability to understand an Integrated Master Schedule to make informed decisions based upon interdependencies; program planning and scheduling skills; solid communication skills; and familiarity with earned value management, as well as a strong problem solving mindset.

The individual will:

  • Ensure all projects are delivered on time, to budget and to the required quality standard. This includes detailed project planning and control, managing project scope and change control, and escalating issues where necessary.
  • Manage risk assessments and mitigation with a strong focus on compliance and ensuring that performance standards are met.
  • Identify focus areas for improvement/streamlining, development, and execution of operational initiatives, monitoring of operational goals and leadership objectives, and elimination of non-value-added activities at all levels in the organization.
  • Collaborate across divisions and sectors either leveraging lessons learned or enabling enterprise initiatives and thrusts through best practices, products, technologies, or strategies.
  • The candidate must be a self-starter, have excellent written and oral communication skills, be highly collaborative, team oriented, have strong people leadership skills, and be able to effectively multi-task competing priorities and schedules. 

What You’ll Get to Do:

  • Act as the primary liaison between Operations Program Managers (OPMs) and the Site Manager regarding production operations, program status, and alignment.
  • Coordinate daily operations plans and resources between all OPMs to ensure proper priority overall for the site. 
  • Ensure the required manufacturing and test resources are forecasted and secured to execute the job (technicians and other personnel, equipment & facilities). Coordinate technician allocation with the OPMs/ Site Manager and overall program priorities with technician subcontractor.
  • Coordinate with schedulers/ OPMs to obtain an accurate operations Integrated Master Schedule(s) (IMS) ensuring alignment with Master Program Schedule(s) for all production programs.
  • Work closely with Manufacturing Engineering Manager to ensure alignment with the completion of Manufacturing Instruction operations/ critical tasks in support of the schedule.
  • Support OPMs with management of change control for their programs and resolve issues/defects in production quickly and effectively by working with cross functional team including Project ME Lead, Quality, Supply Chain, and Design Engineering.
  • Manage risks and opportunities with OPMs as part of EVM reviews for all operations scope related to cost and schedule.  Act as CAM (Cost Account Manager) on designated programs. Understand variances and drive operational cost performance by program.
  • Collaborate with Site Manager and all functional organizations to resolve any operations conflicts or challenges. Keep Site Manager updated on issues impacting the manufacturing cost or schedule performance.
  • Support OPMs with managing/ reviewing Earned Value for all programs including standard project cost monitoring techniques.  Review/ approve monthly Estimates at Complete (EACs) and drive cost performance as planned.
  • Provide Operations inputs to internal reports such as Operations Program Reviews, Return to Green Activities, and other Program/ Operational Metrics Reviews/ Updates. 
  • Develop robust milestones/ metrics plans for tracking operations program performance effectively at the site on a regular cadence.
  • Focal point in driving First Time Process Reviews (FTPRs), Manufacturing Process Development, Continuous Improvement, and affordability initiatives related to specific program(s).
  • Coordinate escalated issues with Supply Chain and Inventory Lead to ensure material availability, all material receipts are processed, parts are kitted, and shipping requirements are in place.
  • Support and generate proposal documentation as needed to foster new work. Provide labor and material inputs and serve as operations proposal lead including Basis of Estimate and budget/proposal development.

Basic Qualifications:

  • Bachelor of Science degree in Engineering or related STEM discipline plus 9 years of relevant engineering/program management experience; or Master of Science degree in Engineering or related STEM discipline plus 7 years of relevant engineering/program management experience
  • U.S. citizenship with the ability to obtain and maintain a Secret clearance
  • Experience with Earned Value Management (EVM), which includes managing projects to cost, performance and schedule requirements
  • Experience with Material Requirements Planning (MRP) Systems (such as SAP, Oracle, etc.)
  • Experience with scheduling and/or using MS Projects
  • Ability to read mechanical drawings
  • Experience working in a manufacturing environment

Preferred Qualifications:

  • Active Secret Security Clearance or higher
  • Hands on experience with Large Mechanical Assembly and Heavy Lifting Principles Manufacturing or engineering background in a marine discipline (e.g., Rotating Machinery engineering or manufacturing)
  • Experience working on the factory floor in a represented workforce environment
  • Experience in implementing new designs and processes into a factory environment
  • Experience in working with Supply Chain to manage delivery schedules and work-arounds


Salary Range: $143,500 USD - $215,300 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
