Successful applicant should bring a diverse perspective to the team and broaden the experience of the Operating Unit (OU). Applicant shall have demonstrated cross-functional team building experience solving diverse and novel problems. While basic familiarity with government contracting practices and requirements is desired prior Department of Defense experience is not required.
Primary responsibilities shall include strategic and tactical coordination of the following business practices. These duties are to be performed in collaboration with and leveraging the domain expertise of the OU Business Manager, Product Line Directors, Site Manager, and Functional OU core-team members as appropriate. While the Operations Manager does not create these work products or inputs; the Operations Manager will oversee and coordinate their creation by the responsible parties and provide guidance to ensure quality and content alignment to OU strategic objectives.
- OU Long Range Strategic Plan, Annual Operating Plan, and monthly financial forecasts
- Resource demand creation to support functional workforce planning
- OU Cost Centers and Rates
- Forward Pricing Rate Plan integration to program demand
Additionally, The Operations Manager shall:
- Be responsible for the standardization of expectations for business practices across product lines within the OU. Those business practices include Monthly and Comprehensive Estimates-At-Complete, Proposals, and Internal Program Management Reviews.
- Function as the OU lead for site event planning, VIP interactions, and executive engagement
- Serve as a delegate of the OU Director in support of meetings or approvals as requested. The Operations Manager may also support the Product Line Directors similarly as necessary.
- Serve as a surge leadership resource for programmatic or business related activities in support of either the OU Director or the Product Line Directors.
- Be responsible for the cross-functional coordination of OU initiatives.
- De-facto manage the OU indirect budgets, providing guidance or direction to individual cost-center managers as necessary.
- In collaboration with the OU Executive Assistant, be provide oversight of OU facilities and infrastructure, inclusive of IT and office infrastructure.
The Operations Manager may provide functional management to a small team of OU subject-matter-experts in furtherance of the above objectives, as needed.
Basic Qualifications:
- Bachelor's Degree and 8 years, or Master's and 6 years' experience as management in business facing roles
- Demonstrated cross-functional team building experience
- Strong organizational and interpersonal skills
- Excellent verbal and written communication
- Ability to comprehend and analyze complex problems and develop solutions
- Strong skills in Microsoft Office programs including Word, Excel, MS Project, and PowerPoint
- Must be willing and able to travel up to 10% of the time as required by business needs.
- The ability to obtain and maintain a DoD Secret clearance is required.
- U.S. Citizenship required
Preferred Qualifications:
- Diverse business background including non DOD experience
- Executive interaction internal/external to organization
- Demonstrated success leading programs supporting multiple customers
- Familiarity with business financial performance reporting
- Project Management Professional (PMP) or equivalent certification.
