Northrop Grumman Missions Systems (NGMS) Sector is looking for two Manager Programs Level 2 to manage and lead the SIGINT Technology Center's (STC) Alchemy Imperial program and the Diadem program in the Cyber & IS Business Unit. This department is focused on the development of systems and providing information. This position reports directly to the STC Department Manager, and is located onsite in Chantilly, VA.
What You'll Get to Do:
The SIGINT Technology Center is where technology and teamwork come together to meet the unique needs of the Intelligence Community and Department of Defense. The STC is comprised of multiple mission-focused programs with projects ranging from Unmanned Aerial Vehicle (UAV) SIGINT payload and data link development to OCONUS/CONUS mission/maintenance support. STC tasks include system design, engineering development, system integration, hands-on build and test, field operations and maintenance, training, and production.
The primary objectives of the Program Manager are:
- The delivery of all technical and contractual requirements on schedule and under cost.
- Creating value through customer intimacy and development and execution of growth strategies.
- To lead a cross-functional organization aligned to Division and Business Unit goals.
Primary responsibilities include, but are not limited to:
- Establish and lead an organization that effectively addresses customer needs and incorporates internal and external partners.
- Oversite of program budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
- Ensure program team understands and adheres to contract scope, and manages change through disciplined process.
- Conduct thorough risk & opportunity oversight including identification and mitigation.
- Cultivate customer relationships to support program execution and to develop further growth opportunities.
- Develop and execute long term strategic plans, capture planning, and development of proposals to drive department awards and sales growth.
- Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
- Delivering presentations to customers, executive management, and other stakeholders.
Basic Qualifications:
- Bachelor’s Degree and 8 years' or a Master’s Degree and 6 years of experience supporting U.S. Government contracts and customers and/or program management in other industries.
- Experience leading the performance of contracts greater than $10M annually and proven performance achieving cost, schedule, and technical requirements.
- Experience working in the Program Management Communications/Aerospace market with particular emphasis on SIGINT systems development and/or production.
- Familiarity with EVM program management techniques.
- Strong personal verbal and written communications skills.
- US Citizenship.
- Active DoD Top Secret/SCI Clearance required.
Preferred Qualifications:
- Current PMP Certification.
- Experience managing hardware/software production and sustainment programs.
- Experience managing international contracts, both Direct Commercial Sales and Foreign Military Sales contracts.
- The ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives.
- Capture Management experience that shapes customers’ expectations.
- Proposal Management skills with the ability to oversee and facilitate the proposal process.
- Ability to identify, select and manage subcontract and supply chain elements of program management.
- Security Clearance:Ability to obtain/maintain special program accesses.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
