SSSD has an opening for a Principal or Senior Proposal Analyst to join our team of qualified, diverse individuals in defining the future at the Redondo Beach, CA location. 

The Principal or Senior Proposal Analyst will report to the Pricing Cost Estimating Manager of the OPIR & Geospatial Systems (OGS) Business Unit. The candidate for this role will be persistent, tenacious, analytical, and able to meet deadlines in a challenging, multi-tasking environment. In this role, the incumbent will partner with innovators to secure mission critical technology for military and defense to lead and develop small to large new business cost proposals, including coordination, collection and analysis of cost and pricing data, schedule, and technical elements, Basis of Estimates (BOEs) from multi-functional departments, and program Engineering Change Proposals/Modifications in accordance with FAR (Part 15).

This role is responsible for leading all OGS new captures, supporting current OGS program pricing, including NGP and HBTSS, and the JWST program.  This role will also provide continued training and mentoring of our new-hires, PATHWAYS, and Interns and ensure that the OGS Business Unit and JWST program pricing, captures, and proposals meet all NG and USG requirements, adhere to the RFP/solicitation, FAR/USG Regulations, and are deemed adequate and accurate.  This role will also promote retention and focus on professional development across the teams.

This position requires the incumbent to have the ABILITY TO OBTAIN a Department of Defense (DoD) Top Secret (TS) Clearance and/or Special Compartmentalized Information (SCI) Access.

This requisition may be filled at the Principal Proposal Analyst – Level 3 or Senior Principal Proposal Analyst – Level 4.  You must meet the basic qualifications as outlined below to qualify. 

Responsibilities include:

  • Prepare and/or Lead Cost/Price proposals in accordance with Request for Proposal (RFP) specifications, established procedures, including Estimating System, FAR, DFARS, CAS, and other Government regulations; and ensure compliance to pricing/cost requirements
  • Lead, generate and present Cost Reviews, Signoffs, and Proposal Pricing Reviews, and risks to senior and executive leadership
  • Participate and/or Lead Customer fact-finding meetings.
  • Lead and support DCAA audit reviews for proposals
  • Represent the pricing organization in contract negotiations, drive improvements to the negotiation process, and advise leadership on our cost and risk position
  • Strategic focus oriented, including ability to evaluate, integrate, and communicate cost issues and risks to senior and executive management
  • Must have persistence and tenacity to meet deadlines in a challenging, multi-tasking environment
  • Excellent communications skills and leadership competencies

Principal Proposal Analyst – Level 3

Basic Qualifications:

  • 5 years of work experience in any of the following: Pricing or Cost Estimating, Proposal Development, Contracts Administration, Cost Management, Accounting/Budgeting, Finance, Economics, or Business Administration, or Master’s Degree with 3 years of stated experience
  • Proficiency with MS Office Suite, specifically Excel, Power Point and Word

Preferred Qualifications:

  • Government Contracting Experience with Pricing & Estimating or Cost Mgmt./Contracts Administration
  • In-depth knowledge of FAR/DFARS/CAS and other government regulations
  • Experience in applying cost accounting, pricing, and estimating concepts and principles
  • Department of Defense (DoD) Top Secret (TS) Clearance and/or Special Compartmentalized Information (SCI) Access

Senior Principal Proposal Analyst – Level 4

Basic Qualifications:

  • 9 years of work experience in any of the following: Pricing or Cost Estimating, Proposal Development, Project Management, Accounting/Budgeting, Finance, Economics, or Business Administration, or Master’s Degree with 7 years of stated experience
  • Proficiency with MS Office Suite, specifically Excel, PP and Word

Preferred Qualifications:

  • Government Contracting Experience with Pricing & Estimating or Cost Mgmt/Contracts Administration
  • In-depth knowledge of FAR/DFARS/CAS and other government regulations
  • Experience in applying cost accounting, pricing, and estimating concepts and principles
  • Department of Defense (DoD) Top Secret (TS) Clearance and/or Special Compartmentalized Information (SCI) Access

Salary Range: $83,800 USD - $125,800 USD
Salary Range 2: $109,300 USD - $155,900 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
