Northrop Grumman Strategic Space Systems Division (SSSD) has an opening for a Principal Proposal Analyst to join our team of qualified, diverse individuals. This position will be located in Redondo Beach, CA (Space Park).

Northrop Grumman SSSD is seeking a highly motivated individual with strong work ethics and analytical skills to work closely with the pricing, business management, and Global Supply Chain (GSC) team across multiple programs and new pursuits. Successful candidates must have excellent communication, quantitative, research, and analytical skills and the capability to lead medium to large proposals. Candidate would effectively be responsible for the preparation of various types of proposals for development, production and competitive contracts including modifications to existing contracts. In addition, candidate will support gate reviews, government audits, customer fact-finding and negotiations with the customer. 

The candidate selected must have the ability to obtain a Department of Defense (DoD) Top Secret (TS) security clearance and/or Special Compartmentalized Information (SCI) Access.

Responsibilities include:

  • Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications and other pricing/cost requirements
  • Lead and coordinate the collection and accumulation of cost, scheduling, and performance elements from functional departments
  • Researches and analyzes historical data, develops cost models to support proposal efforts
  • Consolidate Bill of Material (BOM) requirements in support of price and/or price/cost analysis
  • Analyzes specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates production costs using labor and material pricing schedules and historical data
  • Reviews purchase order history, actuals, quotes, proposals to estimate the BOM
  • Incorporates escalation and quantity variance curve factors and extended costs for required quantities
  • Evaluates Supplier proposals for compliance to Federal Acquisition Regulation (FAR) Part 15 Table 15-2 requirements, and prepares and provides written supplier Price and or Price/Cost Analysis Reports detailing and evaluating the suppliers' price/cost proposal in accordance with the Enterprise Procurement Manual, specific solicitation and customer requirements, recognized industry best practices and in full compliance with USG regulatory requirements
  • Analyze data such as direct labor hours, past performance, costs of previous procurements, and/or comparison to similar items/scope
  • Supports GSC pricing and estimating activities both during the proposal phase and in post award execution
  • Prepare cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, government auditors, and suppliers
  • Present and brief cost issues and risks to senior management
  • Coordinates activities and participates in customer fact-finding meetings
  • Participates in should-cost and pricing reviews with management and customer representatives
  • Lead and support DCAA audit reviews for proposals and other customer cost reviews
  • Participates as a member of the contract negotiating team

Basic Qualifications:

  • Bachelor's degree and 5 years of experience in one or more of the following: Material Estimating, Pricing & Estimating, Business Management, Project Management, Price/Cost Analysis, Project Management, Proposals, Accounting, Finance, or Procurement OR; 3 years of stated experience with a Master's degree
  • Proficiency with Microsoft Office Suite; Excel, PowerPoint and Word 
  • Ability to obtain Department of Defense (DoD) Top Secret (TS) Clearance and/or Special Compartmented Information Access (SCI)

Preferred Qualifications:

  • Bachelor’s Degree in Finance, Economics, Accounting or Business Administration
  • Master’s Degree
  • Previous work experience with SAP
  • Previous experience with a cleared customer
  • Material estimating experience
  • Knowledge of FAR/DFARS and other government regulations
  • Active Top Secret (TS) and/or Special Compartmentalized Information (SCI) clearance

Salary Range: $83,800 USD - $125,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
