Northrop Grumman Space Systems is seeking a Regulatory Compliance Manager to provide full spectrum of regulatory compliance support to the Northrop Grumman Space Systems sector supporting Strategic Space Systems Division (SSSD). The position will manage and lead a variety of Government Compliance projects. This will include being the liaison between Space Systems Sector and to the onsite DCAA and DCMA auditors and representatives supporting ongoing audits, preparing, and supporting annual incurred cost submissions (ICS), reviewing government compliance related policies and procedures to ensure consistency and quality, and researching and responding to both internal and external inquiries regarding Space Systems / Strategic Space Systems Division (SSSD) practices.

The Regulatory Compliance Manager will interface with Sector and Division level management and other company personnel and ensure organizational compliance with internal procedures, Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS) and other government policies and procedures. This will require the ability to work effectively as a team member within the Government Compliance function, as well as the overall Northrop Grumman organization in addition to managing and completing assigned projects independently and managing of Division compliance staff.

The selected candidate will report to the Budget & Government Accounting Manager of SSSD.  However, the day-to-day guidance/assignment will come from the Sector Regulatory Compliance Manager.  This position is located in Redondo Beach, CA.

Roles and Responsibilities include, but are not limited to, the following:

  • Primary DCAA & DCMA Liaison for Strategic Space Systems Division or other Segments as needed.
  • Maintaining strong, positive working relationships with DCAA &DCAA.
  • Focal point for DCAA audits such as Incurred Cost Submission (ICS), FPRP and Business System Audits.
  • Leading and supporting Strategic Space Systems Division and Segment Annual Incurred Costs Submission (ICS).
  • Owning Government RFI Request log and performing functions such as: receiving, logging in, coordinating, preparing and responding to the RFIs.
  • Coordinating with internal customers for audit responses.
  • Performing pre-closing audit of key accounts for allowability issues.
  • Support Business System Compliance and facilitating annual self-assessment to determine areas requiring attention.
  • Working with Business system owners to ensure required improvements are completed.
  • Supporting DFAR business systems inquiries as appropriate and reviewing all Corrective Action Request (CARs) responses to the government.
  • Labor time keeping and reporting data analytics.
  • Providing Internal Charging guidance.
  • Ensure allowability scrubs are regularly performed in support of the ICS process.
  • Perform periodic reviews of Disclosure Statements to ensure adequacy and compliance.
  • Explaining Disclosure Statement pools/bases.
  • Review of Cost Accounting Practice changes to ensure compliance.
  • Prepare Cost Impact Analysis as required to support Cost Accounting Standards (CAS) Practice changes
  • Providing FAR & CAS advice.
  • Monitors changes to FAR/DFAR/CAS & Other pertinent regulations
  • Write White Papers in areas of FAR/DFARS/CAS where questions are being asked that require research and recommendations to management for action
  • Provides training in the areas of FAR/DFARS/CAS/Business Systems
  • Identify and provide training and guidance to Business Management staff, and other Northrop Grumman personnel on Government Compliance topics to ensure employee awareness and compliance.
  • Perform TINA sweep data requests to ensure accuracy and completeness of information.
  • Performing special projects as necessary.

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

Basic Qualifications:

  • Bachelor’s degree in Business Administration with 7 years of experience within a Professional Business Environment in any combination of: Accounting, Finance, Compliance and/or Operations surrounding Pricing/Cost estimating, Contracts and/or Program Control OR; 5+ years of stated experience with a Master’s degree
  • Leadership experience
  • Knowledge of U.S. Government regulations, CAS, TINA and FAR
  • Experience working with DCAA auditors and advanced understanding of the DCAM
  • Proficient in Microsoft Office suite, with added emphasis on Excel and PowerPoint
  • Ability to obtain a security clearance.  US citizenship is a prerequisite.

Preferred Qualifications:

  • MBA or a Master’s Degree in a Business related field.
  • Professional experience in a regulated industry such as Aerospace & Defense, Insurance, Financial Services, or Telecommunications.

Salary Range: $118,600 USD - $178,000 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
