Northrop Grumman Aeronautics Systems sector is hiring a Manager Engineering Planning, Section Manager 2 to join our team of qualified, diverse individuals. This leadership role is located in Redondo Beach, CA.

The Section Manager is responsible for managing a section of Project Engineers (15-20% of the time) while continuing to excel in a program role (80-85% or the time). As a member of the Mission System Engineering (MSE) functional management team, the Section Manager participates in selected Specialty Engineering activities such as staffing, recruiting, employee development, performance management, process and product development, Independent Review Teams (IRT), and on occasion special initiatives. Sections will have up to 15 members and include personnel that range in grade from T01 to T07.

Basic Description:

Prepares and coordinates the plans and schedules for new or existing programs. Determines, monitors, and reviews costs, operational budgets and schedules, and manpower requirements. Supports and participates in negotiations with customer. Analyzes effects of projects upon various areas such as Engineering, Facilities, and the labor pool to determine the most practical and cost-efficient methods to obtain the required resources. Resolves proposal preparation problems and assesses the progress against established plans and parameters. Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements.

Key Responsibilities:

  • F-35 Proposal and Requirements team Manager – lead a team of Project Engineers to ensure quality, timeliness, and accuracy of proposal submittals.  Review new Requests for Proposal (RFP) to develop overall strategy with input from key teams, provide support and mentorship to analysts during proposal process, and assist with major issue resolution. 
  • Coordinate across all Integrated Product Teams and Business Management functions: manage weekly priority/actions meetings; provide direction on proposal schedules, baseline documentation, Basis of Estimate development, Statement of Work (SOW) assumptions and redlines; identify proposal risks and issues; and work issue resolution to ensure consistency and accuracy across proposal deliverables.
  • Interface with customer representatives and government auditors during proposal development, fact-finding, and negotiations to ensure alignment on RFP and provide timely communication throughout proposal process.
  • Train the F-35 Program personnel on the proposal development process, developing standard procedures in alignment with best practices from multiple programs.
  • Streamline incoming/outgoing Request for Information process through an automated SharePoint workflow to establish a consistent input/output format while reducing manual tracking.
  • Collaborate with developers, manage requirements, and initial process workflow to enhance the F35 contract management system and capture the proposal lifecycle in a central location for seamless contract execution integration.
  • Conduct weekly coordination with Integrated Product Teams in preparation for status reviews, on current and submitted proposals to program executive leadership at Program Manager Meeting (PMM), including assessment of potential risks/issues that impact proposal quality or timeliness, mitigation steps required, and leadership support needed.
  • Establish monthly metrics to assess quality of customer RFP and NGC proposal responses. Analyze data to identify trends and establish root causes to enhance proposal quality through process improvements and trainings.
  • Present Statement of Work risks and associated mitigation steps and maintained proposal Risk Register in coordination with impacted IPTs to support in-process reviews for major proposals.
  • Develop the technical baseline requirements for the Proposal Supplier Statement of Work and Supplier Statements of Work. 
  • Conduct Requirements review of Material and Process Specifications.  Set up process to review Material and Specification Requirements with the Program to ensure no requirements creep
  • Maintain the program Requirements Virtual Library
  • Create Requirements Tree Down utilizing DOORs for deficiency analysis.

Impact to Program:

  • This position is crucial in leading and positioning the team to complete obligations to several Program Integrated Product Team (IPT) leads. These obligations include providing single point of contact for a Profit & Loss Swimlane with focus on Requirements and production.

Basic Qualifications:

  • Must have a Bachelor of Science degree in a STEM discipline AND 9 years of related professional/military experience in Engineering, OR a Master’s degree in a STEM discipline AND 7 years of related professional/military experience in Engineering.
  • Must have at least 5 years of systems engineering experience with a focus in Project Engineering or Change Management techniques utilized in Product Design, Implementation, and / or Sustainment.

Preferred Qualifications:

  • Prior management/leadership experience that includes providing oversight of Systems Engineering / Project Management / Project Engineering processes
  • Ability / Eligibility to acquire a DoD Secret clearance.
  • An MS degree in Engineering or other STEM (Science, Technology, Engineering or Math) discipline is preferred.
  • 9 (+) years of experience in Project Management / Change Management / Configuration Analysis is desired.
  • Strong background in Project Management / Project Engineering and Configuration Management
  • Working knowledge of systems engineering disciplines such as: Requirements Development, Systems Architecture and Design, Requirements Validation and Verification.
  • Recognized Career development and mentoring of employees.

Salary Range: $98,000 USD - $147,000 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
