The Northrop Grumman Security organization is seeking a Security Director to lead security operations for the Mission Systems Navigation, Targeting & Survivability Division (NTSD). This position will act as the primary program security lead for NTSD activities and will be part of the senior security management team for the Mission Systems Sector. The position will be primarily located with the NTSD Division headquarters at the Rolling Meadows site in Chicago, Illinois and will support multiple locations for NTSD and other MS Sector level programs and activities. The successful candidate will provide senior oversight and leadership to Program and Industrial Security Operations spanning NTSD, to include all Division programs, sites and activities across the continental US and international programs. Will be part of the Division’s Executive Leadership Team, enabling planning and execution of the industrial security program for all of NTSD program, contracts and operations, ranging from unclassified/NGC Proprietary to Collateral, Special Access Programs (SAP) and Sensitive Compartmented Information (SCI) programs. Will report directly to the MS Sector Security Director and will be part of the NTSD Executive Leadership Team (ELT), with dotted line reporting to the NTSD VP/General Manager. Roles and responsibilities: Will directly manage MS NTSD Division security team personnel across all NTSD sites and locations, and across all NTSD programs, contracts and activities. This will include oversight and management of all NTSD classified programs to include DOD Collateral, SAP and SCI programs across the Division. Candidate will have oversight for operations, staffing, execution and requirements planning for those respective security teams. Will have a significant leadership role for MS Security in advocating, nurturing and maturing key program security partnerships across all elements to enable best possible program security planning, support and execution of MS programs and activities. This includes the Industrial Security team, CISS, CEIS, NTSD Program Management and other MS and Enterprise organizations (i.e. MS Program Management Office (PMO), Operations, Contracts, Human Resources, Business & Finance, Facilities, Communications, Legal, etc.). Will focus on assuring program security execution, consistency, partnership, effectiveness and integration across all Division, Sector and Enterprise security and information assurance areas, as well as across all security levels – Unclassified/Proprietary, Controlled Unclassified Information (CUI), Collateral, SCI and SAP. Will lead the MS Security Resource Management team to enable planning, monitoring, execution and reporting requirements for all MS Security budget and finances, providing key leadership and interface to MS (Security, PMO and Operations) and ES Business Resources oversight. Will plan and execute all NTSD-level security team budget and resource management to enable financial planning, monitoring, execution and reporting requirements in line with overall MS Security financial execution. Will provide senior mentorship and career growth advice and guidance for line managers and for dispersed Division security team – to include Facility Security Officers (FSO) and Contractor Program Security Officers (CPSO) and all other industrial security personnel. Will apply expert multi-discipline (Program Security, OPSEC, PERSEC, Physical Security, Technical Security, Information Assurance, INFOSEC, COMSEC, etc.) program security management experience to insure consistency of security execution, reduce/eliminate redundancies, assure cross-discipline and cross-organizational teamwork through consistent and repeatable process management. Will assist MS Security Director (and rest of NGC Enterprise Security) in representation with senior customer (IC and DOD) security counterparts in multiple forums. Must be willing to seek and take on active and direct roles with Industry/Government security organizations (i.e.: ISWG, NDIA, AIA, CSSWG, NISPPAC, etc.) to include active working group participation, executive committee membership and chair/vice chair positions as/if possible. Key leadership for MS Security team to assist the planning and execution of Site, NTSD Division and Sector level business resiliency and crisis management programs.

Basic Qualifications: A Bachelor’s Degree and a minimum of 10 years of related proven industrial security experience; or a Master’s Degree plus a minimum of 8 years of related proven industrial security experience. Current Top Secret clearance with ability to obtain SCI and SAP access. Demonstrated experience in making critical security program and management decisions for dynamic business units that support high value contracts across a wide US Government customer spectrum (Intelligence Community, Defense, Energy, Homeland Security and other Civilian Departments/Agencies). Preferred Qualifications: Current Top Secret/SCI and SAP access. 15-plus years of experience with planning, executing and managing classified program and industrial security operations for Collateral, SAP and SCI programs. Proven ability to perform and manage diverse and dispersed security programs and teams across multiple disciplines (entire program security spectrum), to include Program/industrial Security, Facility Security Officer (FSO) and Contractor Program Security Officer (CPSO) duties, Information/Cyber Security, COMSEC, Physical Security, Personnel Security, International Security. Proven ability and experience working with US Government security leadership in DOD and IC security programs Demonstrated experience in planning, management and execution of complex budgets across diverse and geographically dispersed locations for security operations – to include planning budgets for complex mixtures of direct, indirect and overhead activities. Experience and direct participation (working group and/or leadership positions) with Government/Industry Security Organizations (ISWG, NDIA, AIA, NCMS, etc.) Proven experience with USG security regulations, policies and procedures for Collateral, SAP and SCI programs. Proven Expertise in managing and executing Special Access Program (SAP) and Sensitive Compartmented Information (SCI) security programs, to include specific expertise with SAP and SCI security Policies, Directives, Executive Orders and all other compliance requirements for entire range of SAP and SCI arenas (DOD, USAF, Army, IC, Navy, DARPA,etc.). Proven partnership and effective management of the full range of Classified Information Systems Security activities and Risk Management Framework (RMF) policies, processes and procedures Proven experience in management of security programs with subcontractors and vendors supporting prime contract security flow-down requirements (Supply Chain Security). Proven experience in planning and managing staffing and hiring processes for large teams, to include partnerships with HR, Talent Acquisition, hiring managers and program management leadership. Excellent Project Management skills - experience with MS Project and EVMS.
