Administer subcontracts with suppliers based on statements of work and specifications for the procurement of specialized materials, equipment, and/or services. Responsibilities include, but are not limited to: 

  • Preparation of solicitation packages, conducting bidder’s conferences, analyzing and evaluating proposals, negotiation subcontract provisions, selection and/or recommendation of subcontractors, writing awards, and managing resulting subcontracts, negotiation  and coordination of additions, deletions, or modifications to subcontracts.
  • Participate with Compliance and Subcontracts in development of subcontract policies and procedures.
  • Mentor, train, and assist in development of a team of subcontract administrators (SCAs); provide objective-oriented guidance utilizing sector policies and procedures.
  • Monitor the solicitation, negotiation and administration of major cost reimbursement, time and material (T&M), and firm fixed price (FFP) subcontracts in compliance with internal procedures and the FAR/DFAR, and assist as needed.
  • Manage supplier’s performance to meet technical, cost and schedule requirements.
  • Develop internal and supplier relationships to foster successful supplier performance. 
  • Brief leadership on supplier status, issues affecting program execution and necessary corrective actions.

Basic Qualifications

  • BS/BA degree in Business Administration, Engineering, Supply Chain or related fields with OR a Masters’ Degree with 4 years of experience OR 15 year proven subcontract experience in lieu of degree
  • Bachelors Degree (or 4 additional years of experience) and 5 years progressive aerospace/defense subcontracts/procurement experience OR Masters Degree and
  • Experience leading a project or task
  • Working knowledge of cost reimbursement subcontracting
  • Working knowledge of FAR/DFAR and SAP or similar systems
  • Successful experience negotiating terms and conditions, cost, schedule and work scope with suppliers
  • At least two years of experience as a buyer, contracting agent or materials planner
  • At least two years of experience as a manager or lead
  • Ability and willingness to travel
  • Active DoD Secret clearance

Preferred Qualifications

  • Master’s Degree in Business Administration, Engineering, Supply Chain or related fields
  • Ability to coordinate across large programs to attain and maintain the best supplier performance
  • Ability to encourage and maintain employee recruitment, engagement and retention

Salary Range: $93,800 USD - $163,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
