Northrop Grumman Space Systems (NGSP) has openings in support of the Ground-Based Strategic Deterrent (GBSD) Engineering and Manufacturing Development (EMD) contract and the Ground Subsystems Support Contract (GSSC).  The purpose of the GBSD Program is to replace the current ICBM system, including the weapon systems command and control; flight, launch and ground systems; and cyber elements.

We are seeking a Supply Chain Subcontract Specialist . This position can be located onsite in one of the following locations:

Roy, UT

Huntsville, AL

This position will perform the following functions:

  • Supports the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
  • Responsible for source selection from contract proposal to execution phases.
  • Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.
  • Prepares bid packages, supports bidders’ conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
  • Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
  • Employs sound business practices and assesses supplier performance as part of follow-up activities.
  • Forecasts, reviews and approves supplier payment as needed.
  • Executes teaming agreements and non-disclosure agreements, which may include several parties.
  • Negotiates and coordinates additions, deletions, or modifications to subcontracts.
  • Reads, interprets, and implements written procedures to maintain compliance

This position will negotiate with both large businesses and small businesses on a variety of complex-type contracts including cost-plus-incentive-fee type. 

This position must have an understanding and application of principles, concepts, practices, and standards. Full knowledge of industry practices. Able to communicate effectively and clearly present technical approaches and findings.  Able to be creative in finding solutions to resolve issues. 

This position will develop solutions to complex problems, which require the regular use of ingenuity and innovation. Ensures solutions are consistent with organization objectives.

This position will attend program meetings and may be required to present to groups.  Must be able to work independently and have strong organizational skills.

This position must be knowledgeable of the FAR/DFARS and processes and/or procedures required to be followed in order to be in compliance with FAR/DFARS. 

Basic Qualifications

  • Bachelor's degree
  • 2+ years of relevant experience in subcontracts, contracts, supply chain or business/project management
  • Strong knowledge of Microsoft Office Applications
  • Able to obtain and maintain a Secret Clearance

Preferred Qualifications

  • BS degree in Supply Chain, Business, or Finance preferred.
  • Active Secret Clearance
  • Experience with SAP
  • Change Management experience
  • Knowledge of FAR/DFARs
  • Negotiation skills and experience with contracts >$100M
  • Experience in supporting different contract types including cost types and all aspects of contract management from contract award through contract closeout.

Salary Range: $58,300 USD - $87,500 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
