Northrop Grumman Mission Systems is seeking a Program Manager in the Communications Solutions Business Unit to join their F-35 Communications, Navigation and identification (CNI) Sustainment team in San Diego, CA. The successful Program Manager candidate will:

  • Be responsible for the cost, schedule and technical performance of Sustainment programs;

  • Participate in the negotiation of contract and contract changes;

  • Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contracts;

  • Act as the primary customer contact for program activities leading program review sessions with the customer to discuss cost, schedule, and technical performance;

  • Seek new business opportunities;

  • Establish milestones and monitor adherence to master plans and schedules;

  • Identify program problems and obtain solutions (such as allocation of resources or changing contractual specifications);

  • Direct the work of employees assigned to the program from technical, manufacturing, Supply Chain, Mission Assurance, Business Management, administrative and other areas of the program.

Program Manager responsibilities include:

  • Establishing strong business relationships with customer leadership teams and creating effective partnerships across functions including business management, Engineering, Manufacturing and Logistics as well as other Profit & Loss organizations;

  • Proactively identifying trends, risks, and opportunities on the program and developing solutions in partnership with peers, matrix leadership, and other business leaders;

  • Using data and analytics, developing solutions to current business issues as well as proactively engaging in risk mitigation;

  • Analyzing and concisely presenting information to the management team to enable good business decisions;

  • Providing day-to-day people leadership of the team and creating an environment that accelerates development of talent;

  • Addressing cost, schedule, and technical quality for related Work Breakdown Structure (WBS) elements on Sustainment contracts.

Basic Qualifications:

  • Bachelor’s Degree with a minimum of 7 years of related experience

  • Demonstrated understanding of EVMS and Risk and Opportunity Management

  • Demonstrated leadership skills and the ability to work effectively in a team environment

  • Effective communication and presentation skills

Preferred Qualifications:

  • Experience/familiarity with F-35 CNI products, test equipment, and Lockheed Martin

  • Previous program management or business management experience

  • Active Secret Clearance


Salary Range: 140600 - 210800

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
