Northrop Grumman has an opening for a level 2 Proposal Analyst or level 3 Principal Proposal Analyst to join our team of qualified, diverse individuals. This position is located in Redondo Beach, Palmdale, San Diego, California or Melbourne, Florida with telework options available.

This job includes collaboration with divisions across NGAS sector to lead, facilitate and sustain, in collaboration with the divisions, proposal quality and timeliness for NGAS P&E through best practices and lessons learned to standardize processes, implement operational efficiencies for faster, better and high quality proposal products; enable and track quality and timeliness, ensure proposal data integrity for proper monitoring and content key metric databases.

Looking for candidates with experience in:
  • Develops, plans and schedules proposals
  • Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
  • Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments
  • Researches and analyzes historical data and develops cost models to support proposal efforts
  • Coordinates activities and participates in fact-finding meetings
  • Participates in should-cost and pricing reviews with management and customer representatives
  • Participates as an active member of the contract negotiating team
  • Ensures program proposal compliance with respect to the Sector Estimating System and Procedures

This requisition can be filled as either a level 2 Proposal Analyst or level 3 Principal Proposal Analyst.

Basic Qualifications for a Proposal Analyst:
  • Bachelor’s Degree with 3 years of experience in Pricing & Estimating, Business Management, Contract Management, or Proposal experience OR a Master's Degree with 1 year of stated experience
  • Proficiency in Microsoft Office Software to include Excel and Powerpoint

Basic Qualifications for a Principal Proposal Analyst:
  • Bachelor’s Degree with 6 years of experience in Pricing & Estimating, Business Management, Contract Management, or Proposal experience OR a Master’s Degree with 4 years of stated experience
  • Proficiency in Microsoft Office Software to include Excel and Powerpoint

Preferred Qualifications:
  • Active Clearance
  • Pro Pricer and Crystal Ball knowledge
  • Advanced Excel skills (write complex formulas, produce live models, code VBA, etc)
  • Excellent problem solving and organizational skills
  • Knowledge of Cost Accounting Standards (CAS) and accounting/proposal auditing techniques

The salary range posted reflects the California location. The salary range for Florida will be different.

Salary Range: $68,100 USD - $102,100 USD
Salary Range 2: $83,800 USD - $125,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
