Northrop Grumman Aeronautics Systems has an opening for a Process Lead / Staffing Support Manager 2 for the Systems Engineering West (SE) organization. The position is located in San Diego, California, and would support the SE West teams spread across our Rancho Bernardo CA, Palmdale CA, South Bay Los Angeles CA, and Grand Forks ND sites.

The candidate will support staffing efforts across the SE West organization.  This role includes an exciting opportunity to build the team that supports all programs across the SE West sites, have exposure to executive leadership, and build a diverse professional network of employees and managers across Systems Engineering and all of our engineering directorates.  Day to day tasking in this high priority and high visibility role includes assessing current and upcoming skillset needs across multiple programs and sites, coordinating and conducting interviews, generating and reporting staffing metrics for Engineering leadership, and actively participating in talent recruiting & retention events.

Additionally, the candidate serves as Process Lead for the SE West organization, serving as the Community of Practice representative across the sector. The role must provide guidance and influence Program Leadership in the execution of all phases of Systems Engineering.  Responsibilities include reviewing, updating, and maintaining process documentation, auditing and evaluating compliance with SE processes, sharing best practices among program practitioners, leading and supporting Independent Review Teams (IRTs), and implementing Corrective Actions resulting from audit findings to ensure continuous improvement.

Essential Functions:

  • Coordinate with functional managers and program managers at all levels for the identification of staffing needs and placement of new and experienced hires on programs
  • Actively support hiring activities across the organization in order to build a strong team of Systems Engineers of various levels, skillsets, and focuses
  • Maintain the overall SE staffing and workforce planning tools and resources to enable projections, data aggregation, and metrics reporting as needed
  • Support in the redeployment of department personnel by identifying opportunities and facilitating interviews with other managers and departments as required
  • Ensure the consistent application of Northrop Grumman policies and practices by each of these Systems Engineering functional homeroom sections.
  • Measure the effectiveness of the team, tools and processes through the evaluation and analysis of quantitative data to target areas for improvement and investment
  • Collaborate across Functional Home Rooms to identify and support initiatives to improve SE tools, processes and training resources.

Basic Qualifications:

  • Bachelor’s Degree in a STEM (Science, Technology, Engineering or Mathematics) discipline from an accredited university and 9 years of combined technical and management experience, OR Master’s Degree in a STEM (Science, Technology, Engineering or Mathematics) discipline from an accredited university and 7 years of combined technical and management experience.
  • Leadership experience within program execution or functional management
  • Active DoD Secret Clearance with the ability to obtain and maintain active DoD Top Secret clearance
  • Ability to obtain and maintain Special Access Program (SAP) clearance.

Preferred Qualifications:

  • Functional Homeroom Management experience, including as a Hiring Manager
  • Experienced in response to formal Corrective/Preventative Actions Requests (including analysis of root cause, corrective actions), Corrective action plans closure, and lessons-learned sharing across programs.
  • Excellent Written and Verbal communication skills
  • Demonstrated skills to plan, organize and develops solutions to complex problems
  • Excellent communication, interpersonal skills, and the ability to interface with all levels of employees and management
  • Ability to multi-task and self-time manage working toward timely completion of assigned tasks
  • Proven Experience with Process Improvements and Affordability Initiatives
  • Active DoD Top Secret Clearance
  • Current Special Program (SAP) Access

Salary Range: $143,500 USD - $215,300 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
