The Space Components Business Unit is seeking a Test Engineering Manager 2 to join our team.  This position could be located in San Diego, CA and will be on 1st shift. JOB Summary The successful candidate will have demonstrated experience in test engineering and strong experience in functional management of an organization. This position is responsible for product performance excellence and process excellence for test engineering. This position is a combination of hands-on management of testing activities, management of a test facility, and personnel management. A key responsibility is ensuring that all work products meet program requirements for technical, schedule, and cost while being performed in accordance with test engineering process requirements. In addition, the selected candidate should have experience in functional management activities including employee staffing, recruiting and retention, employee career development, employee engagement and performance management, and annual performance review and merit review processes.   JOB Responsibilities
  • Daily management escalation of all end item test issues, support daily management review (DMR) and report test team status and constraints, and monitor effectiveness and execution of daily management standards
  • Lead plan and schedule of test campaigns with program management team. Communicate status of test campaign, highlight conflicts and recommend solutions
  • Manage resources in collaboration with test engineer and test technician leaders. Own requisition process, allocate resources, manage direct labor yield (DLY), provide technical oversight of end-item test, and ensure test engineers and test technicians have effective development plans and goals
  • Standardize and improve processes. Develop and ensure consistent execution of standard practices, methods, tools and implementation. Implement lessons learned, best practices and continuous improvement plans. Improve first pass yield (FPY) and on time delivery (OTD)
  • Lead projects and plans to improve test capabilities and capacity. Lead capital equipment investment and deployment, facilities budgets and strategic capability development and hiring. Approve proposal basis of estimates (BOE) and strategic support of proposal win strategy

Basic Qualifications:
•    Requires Bachelors of Science degree in Engineering with 10+ years working in an engineering environment with a minimum of 5 years in the structural test field.  
•    5 years of experience leading a group of technical professionals.
•    Working knowledge of large Space and Aerospace structural testing, including: Static load testing, Dynamic testing (Sine, Sine burst Random, Acoustic, Modal) and thermal expose (thermal cycling and thermal vac.) #LI-EJ1 •    Preferred Qualifications: •    Broad understanding of engineering, manufacturing, cost and schedule execution, scope management, and risk management
•    Knowledgeable in capital expenditures planning and expenditure management, as well as general expense budget planning and general expense budget management along with staffing. 
•    Master’s degree in Engineering or MBA 
•    Knowledge of composites structures

•    ITAR Requirements: To conform to U.S. Government space technology export regulations, applicant must be a U.S. citizen, lawful permanent resident of the U.S., protected individual as defined by 8 U.S.C. 1324b(a)(3), or eligible to obtain the required authorizations from the U.S. Department of State.
