Northrop Grumman Space Systems - Propulsion Systems is seeking an Industrial Security Analyst (Level 2) or Principal Industrial Security Analyst (Level 3) who will function as the Contractor Program Security Officer (CPSO) with responsibility for Sensitive Compartmented Information (SCI) and Special Access Program (SAP) facilities and programs. This position is at the Promontory, Utah facility.
CPSO responsibilities include, but are not limited to:
- Perform and manage all security related functions to support SCI/SAP programs and ensure compliance with the JFAAN, Intelligence Community Directives, NISPOM and customer requirements.
- Prepare/maintain personnel security records and process personnel for program access.
- Initiate special investigations; submit personnel access requests (PARs)/crossover actions.
- Submit requests/coordinate approval for SCI/SAP facilities, processes and classified systems.
- Assist employees, review and process personnel clearance applications; obtain and submit electronic fingerprints.
- Safeguarding- control, accountability, storage, transmission, reproduction, disposition and retention, of classified material and information.
- Administer variety of security training to include annual security training for cleared employees.
- Develop/present security training to include initial and recurring security briefings.
- Provide initial and refresher training specific to special program requirements, and common to all classified programs.
- Prepare and maintain Security Operating Procedures (SOP) and Emergency Action Plans (EAP) and coordinate appropriate customer approvals.
- Investigate and report security incidents.
- Coordinate support from Physical and Cyber teams to collectively meet classified program requirements.
- Lead on-site program inspections/assessments required by government regulations.
- Administer OPSEC Program.
- Manage customer reporting program (reportable/adverse info).
- Process classified visit requests and orchestrate classified visits/meetings.
- Alternate COMSEC Manager; semi-annual inventory and account recertification; maintain crypto key/equipment.
- Share the daily workload of running the security office.
- Perform/coordinate testing of DMP intrusion detection systems in SCI/SAP areas.
- Program & maintain automated access control system readers (Lenel & Trilogy).
- Interpret and ensure compliance with program security classification guidance.
- Authorize, monitor and control use of classified computer systems and other classified hardware.
- Use and maintain security database applications (company & customer).
- Other security related duties as assigned.
Basic Qualifications (Level 2):
- Bachelor’s Degree and 2 years of relevant experience in a combination of SCI/SAP and DoD (NISPOM) duties. In lieu of a degree, an additional four years of directly relevant experience may be considered.
- Candidate must be a US Citizen and have an active U.S. Government Top Secret clearance (Tier 5 background investigation) current within 5 years.
- Ability to obtain and maintain SCI and SAP access.
- Work independently with little direct supervision.
- Working knowledge, understanding and experience with effective implementation of DoDM 5205.07 Vol 1-4 DoD Special Access Program (SAP) Security Manual, ICD-700/ICD-705, and 32 CFR (NISPOM) to ensure compliance.
- Experience with DISS and NISS.
- Experience with COMSEC: perform semi-annual inventory and account reconciliation; maintain crypto key/equipment; complete required assessments/self-assessments.
- Other security related duties as assigned.

- Ability to effectively lead junior team members to implement security for SCI/SAP and DoD contracts
Preferred Qualifications:
- Effective planner, detail oriented with strong computer skills including proficiency with Microsoft Office Suite; Effective written communication skills, report and policy/procedure writing, and presentation skills.
- Possess excellent interpersonal skills to include working with senior leaders/managers, customers, employees, and security personnel.
- Ability to work independently or as part of a team.
- Excellent organizational skills and ability to multi-task and meet deadlines.
- COMSEC experience; perform semi-annual inventory and account reconciliation; maintain crypto key/equipment; complete required assessments/self-assessments.
- Experience with JADE / CV2.
- SAP and/or SCI access.
