Responsible for activities and knowledge within multiple disciplines across the Supply Chain process. Participates in various aspects of supply chain process areas: Supply Chain-Plan, Supply Chain-Source, Supply Chain-Make, Supply Chain-Deliver as well as Supply Chain-Operations. Exhibits end-to-end supply chain competency and manages one or more Supply Chain functions (Planning, Sourcing, Small Business/Disadvantaged Programs, Supplier Quality, Warehouse & Transportation, Analytics, Compliance, Systems, etc.).

  • The Global Supply Chain (GSC) Proposal Manager directs all aspects and phases of the proposal process from inception through submission;
  • Develops the material strategy and leads the activities for Marine Systems in all phases of the Business Acquisition Process (BAP) in conjunction with the respective GSC program personnel;
  • Responsible for the Quality, Cost and timely Delivery of proposal product submission;
    Drives innovation and continuous improvement within the Supply Chain Management function to include process documentation and training;
  • Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate baseline schedules, budgets, make/buy plans, and procurement and subcontracts strategies;
  • Develops program staffing plans and approach to support the labor basis of estimates to support supply chain’s program execution;
  • Directs the work of Employees assigned to the proposal team area of responsibility;
    Performs Performance Evaluations and reviews. Provides coaching and mentoring to team;
  • Acts as the main focal point for the entire supply chain and coordinates with the PMO Proposal Manager and other cross-functional teams to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers;
  • Provide continuous status on supplier quote receipts, material pricing, overall supplier risks, supply chain labor estimates and issues affecting the proposal development and impact to timely submission;
  • Provide assessment of program proposed material content for forecasting dependencies and risks contributing to performance and variance in predictability to develop supplier risk matrix (incremental funding, contractual alignments, engineering risk, supplier capability/process, etc.)
  • Collaborate with key stakeholders (PMO, Business Management, GSC, Suppliers) to ensure proposed material pricing and supplier selection is in alignment with performance dependencies and identification of alignment gaps are well communicated;
  • Coordinate with Strategic Sourcing Team for supplier selection and long-term strategy as well as close collaboration with Subcontract Management Team on pricing strategy;
  • Brief the executive management during various gate reviews to include internal non-advocate reviews and independent cost estimates;
  • Assist is all post proposal submission activities such as fact-finding, negotiations and cost and pricing data submission;
  • Upon contract award, support transition to program team for execution with assistance on proposal development and assumptions to aid in baseline efforts.

Basic Qualifications:

• Bachelor's Degree and a minimum of 9+ years’ experience in supply chain, business management or other related field

• 3+ years of prior experience leading a team/process/project

• Understanding of general procurement and subcontract execution workflows

• Understanding of general manufacturing and purchasing workflows

• U.S citizen and ability to obtain US Government Secret clearance

 

Preferred Qualifications:

• Master’s Degree in Supply Chain Management, Business, Engineering and/or technical discipline

• Demonstrated experience in supply chain management on a major program in defense and/or management in development or production projects

• Direct experience interfacing with executive leadership

• SAP experience

• Knowledge of Earned Value Management

• Demonstrated experience in interfacing seamlessly with cross functional teams, suppliers, customers and major subcontract parts


Salary Range: 118600 - 178000

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
